Senior Governance Officer
Location: Basildon, Essex
Salary: £22.60 PAYE per Hour
Contract: Full-Time, Temporary – 36.25 Hours per Week (3‑6 months). Part‑time (30 hours) can be considered.

About the Role
Senior Governance Officer – Basildon Borough Council, based at Basildon Borough Council, will provide high‑quality parliamentary procedure and support services to the Council’s decision‑making bodies. The role requires hybrid (home & office) working, with a minimum of 3 days onsite per week.
Responsibilities
* Timetabling, servicing and co‑ordination of meetings of Cabinet, Committees, Sub‑Committees, panels and related bodies, ensuring compliance with legislative requirements.
* Preparation of agendas and supporting material, including collation, checking, and report writing.
* Arrange attendance, ensuring all documents are available and follow‑up actions are taken post‑meeting.
* Provide procedural, legal and constitutional advice to Members at meetings.
* Offer guidance on council democratic processes across the organisation.
* Prepare high‑quality reports for the Council, Cabinet and committees, and train staff on report preparation where required.
* Maintain work plans, detect service issues and lead on requests for improvement.
* Act as meetings manager for allocated internal and external meetings, driving agenda business planning and contributing to new ways of operating.
* Liaise with the public, officers and Members, fostering good working relationships.
Experience and Skills
* At least 3 years’ experience of managing and providing administrative support to committees.
* Formal project management skills and experience leading projects.
* Experience working with Elected Members.
* Knowledge of council constitutions, relevant legislation and guidance.
* Excellent organisational skills and ability to prioritise a diverse workload within tight deadlines.
* Excellent written communication skills, including high‑quality reports and minutes.
* Strong relationship‑building skills with elected members and officers.
* Flexible approach, able to attend evening meetings regularly.
* Excellent IT skills, including Microsoft Office.
