CDT Chief Petty Officer (ePC) Under the 3* Chief of Naval Personnel & Training/Second Sea Lord (CNP&T/2SL) and the 2* Assistant Chief Naval Staff (Personnel)/Naval Secretary (ACNS(Pers)/NavSec), the Head of Naval People Strategy (HdNPS) is the lead 1* in ensuring strategic coherence in the policies for service personnel in the Naval Service by defining people strategy, setting the supporting policy and directing the associated research and concept development. NPS Staff. Within NPS, responsibility for this output is brigaded at the OF5 level into 5 broad areas: Strategy and Plans (DACOS STRATPOL). Pay, Pensions, Allowances (DACOS PPA) Job Evaluation Judge (DACOS JEJ) People Support (CAPT PFCS and PD) People Research (NPSRES B2). NPS Primary Purpose To provide leadership, guidance and direct the implementation and operation of policy for the 5 areas listed at 1.b. HdNPS is responsible for defining personnel strategy, setting the supporting policy and directing the associated research and concept development. HdNPS oversees the Naval Strategy for People (NSP) and is responsible for Job Evaluation, employment policy and the provision of specialist welfare support and Physical Development, thereby contributing to recruitment and retention strategies. NPS Secondary Purposes: Providing military advice to 2SL and ACNS (PERS) on the impact of Government, MoD and pan-Navy policies on Service personnel. Ensuring consistency between the Navy’s strategic and performance plans for personnel and the Annual Budget Cycle. To be the 1* lead for improving the Moral Component of Operational Capability (MCofOC). The Navy Leadership and Culture Team is responsible for delivering effective personnel support to Divisional and Regimental systems by providing a two-way information flow on personnel issues to all those serving in the Royal Navy and Royal Marines, their families and civilian/other service line managers of RN/RM personnel. The Compulsory Drug Testing team is part of Leadership and Culture and is responsible for conducting compulsory testing for the misuse of drugs and substance misuse education for the RN and RM; and Primary Purpose. CDTCPO’s primary purpose is to: Conduct Compulsory Drug Testing (CDT) in the Naval Service, in accordance with JSP 835 and BR3 Chap 21 and the Armed Forces Compulsory drug Testing Team (AFCDT) Standard Operating Procedures. Secondary Purposes. CDTCPO’s secondary purposes are to: Manage departmental ePC accounts iaw JSP 332 part 1 and 2. Ensure that CDT IT hardware, disks and test packs are available and prepared to conduct CDT testing. Act as assistant CDT Stores manager. Maintain and update all CDT databases. Manage the team travel arrangements. Manage the administration of the CDT budget. Any other task required to be undertaken in support of the CDT duties. Accountability: CDTCPO is accountable to CDT WO for CDT business. Authority is authorised to: CDTCPO is authorised to exercise functional authority over individuals employed on testing duties or undergoing Compulsory Drug Testing. Liaise with Units and establishments, RAF and Army CDT, NCHQ Divisions, MOD and outside authorities on matters within their purpose. Tasks CDTCPO’s principal tasks are to: To carry out Compulsory Drug Testing in accordance with current JSP 835 and BR 3-chapter 21 RN and Tri Service policy. Manage departmental ePC accounts iaw JSP 332 part 1 and 2. Act as assistant stores manager. Manage CDT Team IT equipment resources in support of the CDT tasking. Act as Deputy CDT Budget Manager. Manage the team travel arrangements.
