Senior HR Consultant - LGR
Location: Norwich, England, United Kingdom. Contract: Fixed Term until April 2028. Hours: 37 per week. Salary: £50,166 – £54,277 per annum (Scale L). Job reference: 9550.
About the Role
As a Senior HR Consultant, you will lead and deliver the people elements of our ambitious Local Government Review (LGR) programme within the Organisational Effectiveness team. You will work across a matrix organisation and support leaders through large‑scale organisational change.
Responsibilities
* Drive and support organisational change, ensuring leaders are equipped to lead effectively through transformation.
* Collaborate with programme stakeholders to implement evidence‑based approaches to people change, covering areas such as organisational design, workforce planning, leadership development, engagement, and wellbeing.
* Act as a trusted advisor in sensitive and complex situations, influencing senior leaders and liaising with union representatives.
* Use Organisation Development and change management methodologies to measure and evaluate the impact of change.
About You
* Significant experience in delivering organisational change and service improvement within a complex, political environment.
* Ability to influence and advise senior leaders using evidence‑based approaches.
* Excellent communication, facilitation, and negotiation skills.
* Degree level qualification and MCIPD or equivalent, with expertise in organisational change, OD, or employment law.
