We are seeking an experienced and motivated Highway Agreements Engineer to manage and deliver the Advanced Payment Code (APC), Section 38 (S38) and Section 278 (S278) processes. This role is key to ensuring that new highway infrastructure is delivered in accordance with adopted standards and that the Council’s legal, technical and financial interests are protected throughout the lifecycle of highway agreements. The postholder will be responsible for managing APC, S38 and S278 processes, including the preparation and administration of associated legal agreements. The role involves regular liaison and negotiation with developers, consultants, legal representatives and internal Highways teams, as well as responding appropriately to enquiries from Members of Parliament, Councillors and members of the public. You will provide technical advice to support audits of S38 and S278 submissions undertaken through the Highways Contract and will carry out technical audits where required. You will coordinate with Site Inspectors and undertake inspections as appropriate to ensure that works are delivered in technical compliance with approved designs and standards. The role includes providing professional recommendations for the issue of Practical Completion and Final Certificates in line with the requirements of the relevant legal agreements. In addition, you will provide highway design advice on new planning applications and support the development and review of policies and guidance documents, including those relating to commuted sums. The role also requires the effective management and maintenance of electronic records relating to S38 and S278 works, including databases and mapping systems.
