Responsibilities
* Lead on corporate HR projects and commission support from the HR Service Consultancy team. Provide expert advice on employment law, policy development, and complex casework, including disciplinary, capability, and grievance matters.
* Work closely with the Service Director of Human Resources and the Head of Human Resources (Policy and Operations) to support a wide range of HR activities, including:
* Leading the development and implementation of Council-wide HR policies and strategies, including the newly launched Workforce Plan
* Managing high-level employment relations casework and representing the Council at Employment Tribunals
* Driving major change initiatives and ensuring effective risk management
* Supporting workforce planning, talent management, and succession planning
* Advising on budgetary implications and identifying efficiencies in staffing and service delivery
* Building strong relationships with internal and external stakeholders
* Managing and developing a team of HR professionals
Qualifications and experience
* Has substantial experience in HR leadership, policy development, and strategic planning
* Is CIPD qualified (Chartered Member status desirable)
* Has a strong track record in managing complex casework and employment law matters
* Demonstrates excellent communication, negotiation, and problem-solving skills
