You will provide a professional, reactive and well-informed transport enforcement service to deliver an accessible, safe, and sustainable city transport network that supports growth and enables the city to become carbon neutral by 2030. You will enforce the road network by collecting information from various live CCTV data streams and ANPR (automatic number plate recognition) and keep priority routes clear by issuing Penalty Charge Notices.
Training
* BTEC Level 3 in traffic enforcement.
* BTEC Level 3 principles and practices in CCTV operation.
* BTEC Level 2 working as a CCTV operator.
Key Responsibilities
* Interpret and apply legislation and regulations to enforce traffic offences and parking restrictions in real time, through CCTV and ANPR, for areas such as Red Routes, low emission zones, car‑free city centre and bus gates.
* Use CCTV and ANPR infrastructure to identify contraventions, capture evidential images, and produce evidential documentation, prioritising contraventions and maximising equipment use.
* Accurately input contravention details into a Penalty Charge Notice processing system, using local knowledge of restrictions and regulations.
* Produce image evidence packs and witness statements for appeals and Traffic Penalty Tribunal hearings.
* Maintain the exemption list by evaluating requests and evidence to determine when exemptions apply.
* Respond to requests from members of the public, police or colleagues to view CCTV/digital evidence and handle public enquiries and complaints, taking appropriate action.
* Identify incidents, including anti‑social and dangerous behaviour, road traffic incidents, road works and events, and report them to the monitoring officer and relevant partners.
* Monitor CCTV and ANPR equipment, including signs and lines, ensuring they remain operational, and organise repairs.
* Produce evidence and reports to inform and engage with internal and external partners, reflecting on impacts and knowledge gained.
* Protect council data, ensuring it is processed correctly and that requests to view CCTV/digital information comply with legislation.
* Serve as the first point of contact for internal and external customers via online contact, phone and written communication, providing appropriate responses and resolution.
* Assist the wider Transport Control Centre functions, including monitoring and customer service in car parks.
* Deputise for the Control Centre Team Leader(s) as required.

* Starting salary: £29,064 pa + £5,401.53 Guaranteed enhancement; pro‑rata if the position is less than 37 hours or term‑time only.
