Job summary 12 month Secondment opportunity The Procurement Department is seeking a motivated and forward thinking individual to play a key role in delivering a cost effective, efficient and responsive procurement service for the Trust. This is an exciting opportunity for an exceptional person with the vision, drive and skills to help strengthen the impact of clinical based procurement across the organisation. Working closely with the Clinical Procurement Nurse Lead, you will support the team in raising the profile of clinical procurement, ensuring it continues to add real value to patient care and the wider Trust. Main duties of the job The postholder will: Be part of the Clinical Procurement team, embedded in the StrategicProcurement team who undertake a pivotal role in delivering significant valueand cost improvement in a creative, strategic and innovative way relating tocommercial income and expenditure contracts in order to assist the Trust inmeeting its financial targets and objectives, alongside safe and effectivepatient care delivery. Work with the procurement team, nurses and other clinical staff to identify productswhere quality can be maintained or enhanced and costs can be reduced in linewith the model hospital, productivity and efficiency. Work with the Clinical Procurement Nurse Lead to support the delivery of specified clinical procurement projects,within agreed timelines, requiring thespecialist knowledge and skills provided through professional registration,either in nursing/ midwifery or other qualified health care professionals. Job description Job responsibilities Key Duties: Clinical Work closely with the Clinical Procurement Nurse Lead, to supportmedical colleagues, matrons, ward managers and other staff to achieve valuethrough the use of the most appropriate clinical supplies, critically reviewingpurchasing, practice and procedures. Working asa liaison between the Procurement team and clinical teams. Workingwith the Clinical Procurement Nurse Lead to review all clinical non pay spendand identify and develop divisional procurement projects, as part of the annualprocurement work plan. Develop close working relationships with therelevant internal divisional managers and senior management team to optimiseproducts where this can be achieved, without compromising the quality ofpatient care and outcomes, whilst focussing on value. Follow the guidance set out in the Clinical ProductOptimisation Policy and supporting SOP to ensure that New Product Introductionand Optimisation projects are presented at the Clinical Product Optimisationgroup (CPOG). Take ownership and support clinical stakeholders to complete therelevant documentation and provide a presentation for CPOG. Considerthe sustainable impacts of products procured. Provide expert specialist advice and support toclinical and non-clinical staff, off all levels, in relation to clinicalprocurement practices. Identify and work with clinical experts withinspecialities to secure commitment to agreed purchasing plans and or productformularies. Responsibility for making product change recommendations toachieve better value for the organisation. Support the embedding of clinical procurementprocedures across the division ensuring that change is managed through thedefined processes. Assist in identifying key risk areas and ensurethese are managed, reported and controlled. Actively participate in collaborative initiatives ateither local, regional or national level. Lead on a portfolio of divisional clinical projectsassigned by the Clinical Procurement Nurse Lead. Work with clinical staff andprocurement staff and the data team to identify, analyse and present complexdata on clinical products e.g. product choice, usage, trends, to underpinoptimisation initiatives. Liaise with categorymanagers to undertake critical analysis of new product and potential suppliersas required from a clinicians perspective. Provide product and projectrelated support to clinical colleagues to support compliance and projectuptake. Promote best practice andgovernance across the Trust in procurement matters. Ensure compliance with Trust procurement policies and proceduresacross the Trust. Initiate and manage specific clinical product evaluation projects,considering existing local and national guidelines (e.g. NICE) and bestpractice, involving the product users at every stage and maintainingcomprehensive documentation, inclusive of MIA if applicable. Promote awareness andunderstanding within the Trust of the function and usage of products within thematerials management (stock control) teams, increase understanding of clinicalconcerns and issues and the positive impact of effective clinical procurementstrategies on the quality of patient care. Qualifications Essential BSC or equivalent qualification or significant senior level clinical experience. Professional Registration i.e. RN, AHP, ODP. Significant post registration experience and evidence of continuing professional development post-graduation. Maintenance of clinical/professional registration ensuring in depth knowledge of clinical/functional skills and experience. Evidence of a leadership or management qualification or relevant experience. Desirable Institute of Purchasing and Supply (MCIPS) or working towards. ENB988 or SLAIP or equivalent qualification.
