As Head of Regulation and Improvement, you’ll be at the forefront of our continued transformation into a more proactive, targeted and risk-based regulator. You’ll lead with purpose, influence national policy, and help ensure that Scotland’s 25,000 charities continue to thrive and deliver impact where it matters most. Leading two teams, Regulation and Policy and Sector Improvement to help us regulate in a way which achieves our mission. A key priority for OSCR over the next year is to develop our new Corporate Strategy, to deliver our mission in a context of wider change, including in the charity sector. You will play a key role in shaping that strategy, through your leadership and engagement. Responsibilities Responsibilities Help shape OSCR’s direction as a proactive regulator, support organisational change and ensure staff are empowered and equipped with capabilities and tools they need to succeed. Lead improvements to OSCR’s processes and systems, working closely with the Head of Corporate and focusing on using risk frameworks, data, digital tools and communications to improve efficiency and outcomes. Use data, evidence – such as charities’ annual returns - and stakeholder engagement to review and refine OSCR’s regulatory priorities, to help us target our action. Ensure these priorities guide casework, guidance and our joint working arrangements with other organisations. Oversee the accuracy and maintenance of the Scottish Charity Register through leadership of the Regulation teams, using this data to enhance public trust and improve regulatory impact. Ensure good policy development is integrated into decision-making across OSCR through leadership of the Policy & Sector Improvement team. Work across teams to anticipate external policy and regulatory changes and support inclusive engagement, especially with underrepresented groups. Provide coaching and support on complex or high-profile cases and lead casework reviews, appeals and formal complaints when required. Represent OSCR at a senior level and build strong relationships with government, Parliament, regulators, funders and the charity sector to influence national policy and encourage others to promote good practice. Qualifications Success Profile Success profiles are specific to each job and they include the mix of skills, experience and behaviours candidates will be assessed on. Experience: Experience in leading organisational change or a change initiative, while managing risk and outcomes. Experience in empowering and managing a large team to deliver a service or delivery-oriented programme with competing demands. Experience in ensuring a delivery programme or service meets customer expectations while staying fully compliant with all relevant laws and regulations. Behaviours: Changing and improving – Level 4.
