Job title: Premises Management Officer

Location: YMCA Black Country Group Sites as required

Responsibleto: Senior Premises ManagementOfficer

WorkingHours: 37.5 hours per week

AnnualLeave: 25 days (plus BankHolidays)

Remuneration: £15 per hour + Benefits

Acrossthe Black Country and border areas there are thousands of young people who needour help. We do this by providing a broad range of services. We dont justthink youth we also think community and our work extends to include peopleof all ages, faiths, cultures and backgrounds.

Job Role:

We are currently looking for askilled multi-trade operative to work as part of a dedicated PremisesManagement Team. The Premises Management Officer will work with the Senior PremisesManagement and Head of Premises, Health & Safety and IT to deliver safe, welcomingand well-maintained properties.

The role will have responsibility forhealth and safety compliance within their assigned properties, undertakingresponsive and planned maintenance tasks, working alongside externalcontractors where required, and will support and supervise a MaintenanceApprentice.

The role will be expected to be partof an on-call rota delivering advise and support outside of core hours.

The post holder will be passionate and driven; they will be aself-starter who will deliver quality whilst achieving Value for Money. Theywill be able to work with vulnerable people in our projects, manage conflictingdemands and possess an abundance of integrity and professionalism.

Main Duties:

1. Premises Management

2. To undertake general maintenance and caretaking dutiesacross specified sites, ensuring that YMCA buildings and grounds are maintainedto a high standard according to agreed Health and Safety regulations, securityrequirements and maintenance schedules.

3. Carry out an agreed planned preventative maintenancescheme (within the scope of the post holders ability) as directed by the SeniorPremises Management Officer or Headof Premises, Health and Safety and IT .
4. Support the Head of Premises, Health and Safety and IT indeveloping and implementing capital improvement schemes.
5. Organise and control contractors working on site.
6. Monitor all service contracts in accordance with methodstatements supplied by and agreed with the contractor.
7. Carry out Grounds Maintenance tasks.
8. Undertake responsive repairs and maintenance e.g. waterleaks, damage to buildings, broken locks, painting and decorating, replacingdoors, repairs to fixtures and fittings.

9. Undertake all necessary health and safety checks,inspections and monitoring and report any breaches of Health and Safetyregulations.

10. To record accurately repairs and maintenanceinformation according to agreed administrative systems.
11. To be available in emergencies to complete urgentrepairs or liaise with external contractors and to be on-call as part of a rotasystem out of hours.
12. Assist with the cleaning of communal areas with and inthe absence of the housekeeper, this could involve breaking down furniture andfilling a skip or supporting Housing Staff to empty a void property.
13. Carry out any other reasonable duty as requested by themanager or the Head of Premises Management, Health and Safetyand IT.
14. To prioritise tasks effectively across the differentservice areas.
15. To maintain excellent relationships with ProjectManagers across service areas.

16. Energy Management

17. Support the Head of Premises Management, Health and Safety and IT in thedelivery of an energy management strategy to reduce energy consumption on anongoing basis.

18. Take meter readings at sites as requested.

19. Line Management

20. To support and supervise an Apprentice, enabling themto undertake varied tasks as required by their academic course, inspiring andmotivating them in their role.

21. Supervise teams of volunteers and work experienceplacements who may be tasked to support specific tasks or maintenance projects.

22. Quality Assurance and Performance Management

23. Complete all tasks in accordance with the YMCABCGpolicies and procedures.

24. Maintain YMCA BCG standards of work and qualityexpectations, whilst achieving Value for Money.
25. Ensure records of repairs and maintenance tasks arerecorded accurately and the customer is informed on expected timescales wherepossible.

26. Financial and Data Management

27. Ensure you are well resourced to complete jobs mymaintain appropriate stock levels or basic tools and supplies.

28. Ensure receipts of any purchases made are retained andfiled appropriately and any expenditure is within organisational financepolicy.
29. Maintain management information systems and providereports as required to meet the business planning/monitoring requirements ofthe Group.

30. Working alongside Service Users

31. Embodythe principles of Trauma Informed Care, in that you will recognise that we workwith vulnerable people who may have experienced Trauma in their lives, and thatthey may struggle to develop trusting relationships. Communicating sensitivelyis integral to enabling individuals to feel safe.

32. Towork alongside Project Managers who know their service users support needs andrisks and how this may impact on your ability to complete tasks.

General

1. Operate within YMCA policies and procedures, ensuringthat the health & safety of colleagues, parents/carers and yourself ismaintained at all times.

Person Specification:

Premises Management Officer

Experience of

Essential

Desirable

Premises management including the delivery of day-to-day repairs and cyclical maintenance programmes.

ü

Budgetary and financial management in order to follow financial procedures.

ü

Project management to ensure contractors work in a safe environment.

ü

Skills

Painting, decorating, carpentry, ground maintenance and DIY skills to ensure that the premises are maintained to a level that meets customer/resident needs.

ü

Ability to identify work priorities, whilst ensuring that lower priority work is kept up to date.

ü

Good interpersonal and communication skills in order to enhance the experience of residents and visitors.

ü

Knowledge of

Health & Safety Regulations, including COSHH and risk assessment, and how they apply in the YMCA environment.

ü

Energy management strategies to ensure that the Group reduces utility consumption.

ü

Qualifications

Evidence of ability to carry out maintenance tasks.

ü

Recognised building trade qualification.

ü

General

Flexible working pattern to meet the needs of the role and support the Responsible Person to deal with any emergencies.

ü
