Job Details: Job Reference: HCC621930 Salary Range: £27,780 - £30,564 per annum Work Location: Elizabeth II Court, Winchester (Hybrid Working) Hours per week: 37 (part time hours will be considered) Contract Type: Permanent Closing Date: 31 August 2025 Interview Date: 8 September 2025 An exciting opportunity has arisen for an Assistant Transport Planner to join our Transport Policy team at Hampshire County Council. The newly established Transport Policy team will play a pivotal role in implementing and monitoring the Local Transport Plan (LTP4). We will do this through supporting Local Planning Authorities (LPAs) in developing local plans with transport inputs that help deliver LTP4. The team will also develop and deliver LTP4 via policies, frameworks, guidance and standards and ensure that the plan is continually monitored and evaluated. You’ll be part of a dynamic and creative team where in-house training and professional development are encouraged. The Role: We’re privileged to work with some amazing teams within Spatial Planning and also Integrated Transport. The role will require working with teams from both areas, and across the organisation, to ensure our transport policies are soundly evidenced and prepared and then monitored and evaluated appropriately. As an Assistant Transport Planner, your role will be varied. You will help monitor how well LTP4 principles and policies have been met through the work of the Council and be take part in reporting the progress of the LTP4 to Heads of Services, Council Members and other stakeholder organisations. You will be a key person in continuing the roll out of ‘Healthy Streets’ across our transport and design functions and receive training to support this. Site visits will be required on occasion and attendance at meetings or events that may be located elsewhere in Hampshire. You will need to show a keen interest in sustainable transport, climate change or environmental issues. It's not essential to have held a professional role in the field before, but a strong academic or vocational background is welcomed. What you’ll do: • Assist with the development and implementation of the policy and strategy elements of LTP4 including but not limited to the policies, frameworks, guidance and standards. • Assist with the evaluation and monitoring of the LTP4, providing a general co-ordination support role. • Support the team in undertaking LTP4 reviews or refreshes. • Respond to new transport strategy workstreams when required including researching developing new policy in response to national or local changes in transport priorities. • Work closely with the wider Spatial Planning team to advise and support the LPA’s on emerging local plans, preparing supporting material for examination in public hearings as necessary. • Work with external stakeholders, groups and bodies to support the outcomes and principles of LTP4. • Help develop professional relationships and networks. • Prepare written reports, presentations/graphics and undertake data analysis. What we’re looking for: • A person enthusiastic about sustainable transport, climate change and place making (some experience working in a transport or related field is desirable but not essential). • Motivated with a willingness to learn new processes and procedures quickly. • GCSE’s (9-4/A-C) or equivalent including English and Maths. • Ability to use various IT systems including MS Office packages. • Data analysis (use of Excel spreadsheets). • GIS skills (desirable but not essential). • Effective communication skills, ideally including experience of dealing with the general public. • Ability to write well. This will include drafting letters and emails in response to a range of transport policy issues and producing written reports or publications. • Ability to create PowerPoint presentation slides including graphics. • Able to take and produce minutes/records of meetings and prepare agendas and materials for meetings. • Able to undertake independent research and compile findings appropriately. • Ability to prioritise workload and competing demands.
