The Health, Safety, and Workplace Manager is the subject matter expert responsible for driving key activities, H&S performance metrics and establishing and maintaining strong working relationships with employees and business leaders. The post works closely with the Head of Improvement and Compliance to implement, support, improve and develop H&S strategy while managing and coordinating local maintenance and safety compliance functions.

Responsibilities


Health and Safety Strategy and Compliance

You will drive the organisation's commitment to safety and regulatory compliance across the:

1. Manage and continually improve the H&S strategy, identifying opportunities and ideas for continuous improvement. Act as a trusted adviser, providing advice and guidance to the leadership team and key stakeholders on all relevant H&S matters.
2. Policy Management: Manage and improve the H&S Policy and related standards for the Resources and Technology businesses, supporting RM premises as well as field-based employees and employees travelling away from their normal workplace.
3. Regulatory Liaison: Liaise with external authorities as necessary, including local authorities, HSE and agreed suppliers. Take responsibility for any RIDDOR reports should they arise. Stay abreast of changes in health and safety regulations and update policies accordingly.
4. Reporting: Create H&S reporting for the Senior leadership team. Coordinate communication around H&S issues to the business as necessary. Lead any H&S management group meetings and H&S representative teams.
5. Improvement: Identify H&S related gaps and applicable areas of improvement and work collaboratively with key stakeholders to embed best practice.
6. Compliance: Ensuring compliance with relevant H&S regulations and standards. Carrying out regular site inspections/audits together with local management to check policies and procedures are being properly implemented.

Risk Management and Incident Response

You will manage all aspects of risk assessment, incident investigation, and emergency planning:

7. Risk Assessment: Conduct regular risk assessments to identify potential hazards and recommend corrective actions. Ensure an appropriate system is in place to carry out and review risk assessments together with departmental managers, identifying opportunities to reduce risks.
8. Incident Management: Manage the accident reduction, near miss, and behavioural safety programs. Record, monitor, and as appropriate investigate accidents and incidents, as well as actual and potential nonconformities. Conduct root cause analysis where required and ensure any remedial actions are completed effectively and efficiently.
9. Investigation: Oversee and audit the accident and incident management process from end to end. Conduct investigations for significant accidents and emergencies and ensure line managers are equipped to carry out their own investigations.
10. Emergency Procedures: Lead and support the development and maintenance of emergency response plans with key stakeholders. Conduct drills and regular alarm tests and coordinate responses to incidents. Manage the fire alarm panel, including isolations for contractors, and liaise with the monitoring station.

Training and Culture

You will be responsible for promoting and ensuring a positive safety environment through training and guidance:

11. Culture Promotion: Promote a positive health and safety culture. Fostering the culture of awareness and compliance. Implementing initiatives to develop a good safety culture where line managers take responsibility and understand how and when to escalate for further advice.
12. Training Oversight: Oversee H&S training and assessment programmes, which may at times include in-person training and assessments of staff and contractors across the organisation, ensuring services have a qualified person carrying out tasks.
13. Local Training: Provide training programmes on safety protocols, emergency procedures, toolbox talks and best practice to employees. Implement systems to include training and guidance to ensure line managers are equipped to manage H&S issues on a day-to-day basis.
14. Documentation: Maintain accurate records of safety inspections, incidents, and training sessions. Communicate safety policies and procedures to employees.

Workplace and Facilities Coordination (Harrier Park)

You will act as the point of contact for local facilities operations, maintenance, and contractor management for the Harrier Park location:

15. Maintenance & Upkeep: Oversee planned preventative maintenance (PPM) activities, including repairs, cleaning, and general upkeep of facilities and equipment. Respond promptly to facility-related issues, emergencies, or urgent issues as they arise, coordinating repairs and maintenance to address unexpected problems. Complete regular building walk arounds to proactively manage areas of concern.
16. Statutory Records: Ensure records related to periodic inspections of plant equipment statutory maintenance for other services are kept up to date by business owners.
17. Vendor & Contractor Management: Manage relationships with vendors for H&S related activities and coordinate contractor services at site e.g. Ascot. Ensure appropriate arrangements are in place for managing site contractors (Safe contractor management). Implement and manage the Permit to Work system to ensure it is adhered to. Complete site inductions for all contractors, visitors and new starters.
18. Security: Manage and monitor security measures, including access control systems and surveillance. Liaise with the security provider for facilities open and lock up, and any out of hours incidents.

Experience


You should be a committed, ambitious individual, with a keen eye for detail and a passion for Health and Safety. You must be able to build and sustain effective working relationships with internal and external stakeholders and positively influence the right behaviours from stakeholders.

Required Qualifications & Experience:

Essential

19. Significant experience working in a Health and Safety environment, gaining a strong knowledge of safety management whilst creating and managing / leading change.
20. Hold a NEBOSH Diploma or equivalent in occupational health and safety, with demonstrable experience in a relevant H&S role.
21. Comprehensive knowledge and understanding of all aspects of health and safety risk management in offices and distribution centres.
22. Ability to lead confidently on a wide range of health & safety advice.
23. Have a hands-on and pro-active approach to health and safety.

Desirable

24. Member of IOSH and working towards CertIOSH or CMIOSH.
25. Demonstrable experience of managing a health & safety system under / aligned to ISO .
26. Experience in facilities coordination, managing PPM, and overseeing vendors for maintenance and cleaning services (as required by local duties).
