Working on behalf of a Local Authority, Aatom Recruitment has a new opportunity for an Assistant HR Business Partner – Human Resources on a 3-month contract initially, with the possibility of further extension. Hybrid working: 2 days per week in the office, with one of the days being Wednesday. You will also be required to attend meetings as needed. Role:
To provide HR support and assistance to the HR Operations team, offering advice and guidance to managers and staff. The role involves building effective working relationships with managers to influence and support them in achieving both local and corporate objectives. Accountabilities:
In consultation with the HRBP, advise managers and staff on Council policies, employment terms, and HR issues in accordance with employment legislation. Support, coach, challenge, and empower Directorate line managers in managing people issues (e.g., Disciplinary, Grievance). Engage with trade union representatives regarding individual cases or collective issues; maintain positive relationships with line managers, employees, and TU representatives to ensure issues are resolved promptly. Screen all vacancies, identify redeployment opportunities for employees on the redeployment register, and assist in matching them to suitable roles across the Council. Conduct effective Job Evaluations, using benchmarking data to ensure fairness and consistency. Provide senior Directorate stakeholders with insights from people data (e.g., sickness reports, grievance statistics); update casework databases accurately and timely; provide HR data for monitoring purposes. Find solutions to problems related to strategic, policy, or legal constraints. Understand local issues within Directorates and act on HR implications. Ensure relevant work is referred to the appropriate HR team members as needed. Person Specification:
Qualifications:
CIPD qualified or working towards it, with experience in a complex organization. Proven ability to provide clear, balanced HR advice and guidance. Experience working with senior managers on complex HR issues. Experience in a customer-focused HR department, proactively facilitating and leading change. Knowledge and Experience:
Extensive experience managing casework such as disciplinary, grievance, attendance, wellbeing, conduct, and performance issues. Up-to-date employment law knowledge, with practical application in case management and policy implementation. Strong verbal and written communication skills. Solid understanding of employee relations and employment practices for managing employee issues.
