Job overview
We are looking for an experienced, highly skilled and motivated individual to join the WHTH Redevelopment Team as the St Albans City Hospital (SACH) Redevelopment Programme Director.
This role will lead the delivery of over £100m investment into the redevelopment and improvement of the SACH estate, for the benefit of both patients and staff.
Projects within the portfolio of this role, include creating a flagship elective care site, a community diagnostics centre, endoscopy unit and a urology unit.
Role will also input into a Trust-wide Estate Strategy, including the provision of development control plans, aligned to the Trust strategic direction, for all services.
Main duties of the job
Lead on the delivery of the £100m redevelopment projects at SACH.
Own the SACH Redevelopment risk management process, ensuring effective risk management is in place at project level to avoid health and safety incidents, scope creep, programme delay and cost overruns.
Implement the Redevelopment Portfolio governance process across the SACH Project portfolio.
Provide monthly updates at programme level to the site-specific development Boards, Redevelopment & Infrastructure Committee and Trust Board; ensuring the appropriate detailed reports are provided at project level.
Maintain and manage a real-time programme tracker on Microsoft Project, or equivalent.
Working directly with the Chief Redevelopment Officer, procure an Estate Strategy (including Trust-wide Development Control Plans) for West Hertfordshire Teaching Hospitals NHS Trust Develop and maintain good relationships with neighbours and other external stakeholders to facilitate the successful delivery of project within the constrained site.

Detailed job description and main responsibilities
Ensure that SACH remains operational during all the on-site redevelopment projects, working closely with the SACH Site Director to ensure and maintain staff and patient safety.
Provide critical decision-making, resource allocation, financial control, health and safety and programme management to the development, design, procurement, construction, and commissioning for all projects within the SACH Redevelopment Programme.
Manage a team of in-house NHS and external senior programme and project managers responsible for the delivery of a portfolio of individual projects in the £5m to £50m range.
Provide timely reports to the Trust Board, through the SACH Redevelopment Programme Board and Redevelopment & Infrastructure Committee, ensuring effective health and safety, governance, financial, programme and risk management is in place across all projects.
Represent the Trust at the appropriate national approvals committees (DHSC/NHSE Joint Investment Committee (JIC) and Joint Investment Sub Committee (JISC)) to secure funding for the SACH Redevelopment Projects.
Provide strategic leadership and technical, operational, financial and managerial leadership for the successful delivery of redevelopment projects at SACH.
Ensure projects are aligned with overall strategic goals and objectives of the Trust, and where necessary revising plans to meet direction provided from the Trust Board, Chief Executive or Chief Redevelopment Officer.
Oversee all project implementation relating to the development, design, procurement, construction, health and safety and commissioning of the individual projects within the programme, including monitoring project management performance, reporting, financials, execution of project plans and performance of the project team.
Appoint and manage the individual project teams, assigning clear roles and responsibilities, providing effective supervision and training, managing performance.
Ensures projects deliver in accordance with the agreed scope and provide the specified benefits.
Deliver the SACH Redevelopment Projects within the agreed funding limits set by the funding provider (Trust Board, ICS, NHSE, NHP), and ensure individual projects deliver within their specified budgets.
Manage the change control process at programme level, ensuring appropriate delegations are in place to manage at the project level.
Person specification
Education and Qualifications
* Masters Degree, or equivalent experience.
* Relevant membership or professional accreditation from RICS or APM or equivalent alternative i.e. Chartered Engineer or equivalent professional qualification.
Knowledge
* HMT 5-case business case model.
* Programme and project management duties at executive level.
* Risk and Health & Safety management duties at executive level.
* Operational management and senior management structures within a large acute hospital.
* Wider NHS structures and organisations.
Experience
* Experience of delivering a complex programme of projects being undertaken concurrently with total value exceeding £50m.
* Producing and gaining approval of complex capital investment business cases (value exceeding £20m) requiring approval at Departmental level within HM Government.
* Board level experience.
* Senior committee level experience in NHS.
Skills and Ability
* Full range of Programme management skills required to deliver complex, multi-project, multi-site, construction programs for a number of different clients.
* Project management including evidence of large (£20m+) projects delivered using the PRINCE 2, or similar, methodologies.
* Producing HMT compliant Business Cases and SFBCs.
* Team building.
* Contract Management.
* Health & Safety Management.
* Communications skills appropriate to briefings Trust Board / National Investment Committee level.
* Resource management.
* Managing the digital interface with capital projects including adoption of emerging digital technologies.
