Clerk of Works

One of our clients in Harlow, Essex is seeking to recruit two experienced Clerk of Works professionals on an initial 12‑month temporary basis. This position requires regular on‑site presence (minimum 3 days per week).
The district is a well‑connected location with strong transport links, excellent facilities, and a significant programme of investment in residential improvement works. With a housing capital programme exceeding £150m over the next two years, the organisation is strengthening its team with high‑calibre individuals who can contribute to delivering safe, compliant, and high‑quality homes.
The Role
You will provide independent Clerk of Works, quality assurance, compliance monitoring, and technical inspection services across major residential refurbishment and fire safety programmes. The role ensures works are delivered in line with contract specifications, statutory requirements, fire safety regulations and industry best practice, across occupied blocks and houses.
This is a hybrid role combining office, remote, and site‑based work. Regular site visits will be required, including physical inspections using ladders and other equipment.
Key Responsibilities
Undertake regular site inspections of refurbishment and FRA works.
Verify compliance with drawings, specifications, Building Regulations and fire safety standards.
Maintain detailed inspection records and photographic evidence.
Identify defects, non‑conformances and quality risks, reporting promptly.
Review contractor RAMS, sequencing and resident protection measures.
Attend progress meetings and provide technical input.
Monitor works including fire stopping, compartmentation and life‑safety installations.
Liaise with Resident Liaison Officers regarding quality or safety concerns raised by residents.
Support Project Managers with technical observations and programme risks.
Ensure an audit trail suitable for tribunal, leaseholder or regulatory scrutiny.
Contribute to lessons‑learned and continuous improvement processes.
Assist in preparing technical position statements where required.
Experience Required
Strong building construction knowledge.
Experience in occupied residential refurbishment.
Understanding of fire safety and compartmentation.
Knowledge of Building Regulations and British Standards.
Ability to produce clear, structured technical reports
