We are currently seeking a Capital Delivery Director responsible for capital programme delivery, value engineering and specification design, shaping and driving the implementation of the planning and capital programmes. Your scope will be but not limited to managing and balancing water supply and demand, water extraction, treatment and transfer, wastewater treatment, environmental engineering, agile data and capital delivery intelligence.
A pivotal role sitting at the heart of the end-to-end supply, you will be driving the development and application of thought leadership and innovation, smarter designs, new ways of working, able to also draw on the engineering contractor supply chain knowhow in an effective partnering model.
This is a critical period for Southern Water, where we are delivering an extremely challenging but exciting turnaround plan. For Water this includes complete rebuilds of our 4 largest sites (accounts for 62% of our population) and mobilizing the delivery of our largest ever Water resource management plan. Moving onto AMP8 (2025-2030) this will be an exciting time where our capital programme will effectively double in size.
A fantastic opportunity to build the strategy towards the next AMP business plan and shaping the capital agenda for AMP8, you will be involved with extensive planning to meet the environmental challenges the sector is facing, including climate change, water neutrality and net zero in achieving our long term vision and goals. Our refreshed environment strategy will also guide along an adaptive planning pathway to optimize performance in a challenging regulatory and economic environment, whilst strengthening future business capability and agility.

Reporting to our Water Managing Director, you will be sitting alongside peers of Directors of Wastewater, Water, Asset Management, and Health & Safety, responsible for an annual capital delivery programme of ~£1bn in value across both above and below ground assets. Your direct reports will encompass the Chief Engineer, Heads of Project Delivery, Head of PMO and a Head of Cost Intelligence, with indirect reports around 200 FTE (including external contractors). Bringing your passion, drive and commitment to energize and motivate the team, further developing functional excellence and enhancing the capability and calibre of the team, building agile, high performing team members with a strong customer mindset, service mentality and approach will be one of your key criteria in this role.
Your key responsibilities includes:
1. Setting the capital delivery vision, balancing long term demand and supply within the context of water scarcity, population and economic growth challenges, meeting regulatory requirements and securing internal and external engagement and buy-in for the company’s service strategies and plans.
2. Shaping and delivering of our best-in-class asset management and capital delivery target operating model, enabling and meeting the company’s performance commitments, by delivering a step change in delivery and helping build a larger internal team to meet our future challenges.
3. Ensuring tight integration and alignment of capital delivery and supply chain (including common and integrated planning), interfacing closely with asset management and operations in the project cycle from feasibility through to execution and commissioning with the operations team in the build out of the programme.
4. Leading the programme management, quality assurance, benefits delivery, change control, governance and reporting, risk and control framework working closely with asset management across entire asset life cycle
5. Ensuring clear project definition, effective and efficient decision making, stakeholder and customer engagement in the capital delivery and mitigating significant financial and operational risk.
6. In building capital solutions, further developing internal and external collaborative alliances/contracting arrangements/platforms to draw through and leverage new technology and innovation and drive value for client, contractor and the end-to-end customer journey, with a strong focus on sustainability and net zero.
7. Engaging proactively across internal and external stakeholders such as Ofwat, the Drinking Inspectorate, Environmental Agency and water resource regional planning and Customer Challenge Groups to inform and align differing needs and ensure regulatory and customer needs are met.
8. Driving a step change in Health and Safety, by being an active and visible leader across Southern Water and our partners
Demonstrating a commercial and intellectually curious mindset, with well-honed interpersonal skills to interface effectively across a range of internal and external stakeholders, the Capital Delivery Director will work closely with teams across the business, able to constructively challenge, partner and collaborate to help develop and deliver a cohesive, end to end value-driven proposition and strategy which strikes the right balance between financial performance, risk management, operational performance and service delivery.
With your civil or mechanical engineering background and/or relevant qualification, you will bring significant experience in capital programme/project delivery with exposure operating within a regulated environment. It is highly desirable for you to have experience gained in water or similar asset environments, attracted by the opportunity to deliver sustainable transformation in a critical sector in a business led by a new and visionary Chief Executive.
