Job Description

Active Travel England (ATE) is seeking a skilled Senior Delivery Manager to play a crucial role in shaping our growing digital services. As a digital professional in ATE, you will lead the delivery of key digital initiatives in line with approach set out in the Government’s Service Standard. You will be responsible for the scoping and managing delivery teams with a mix of internal and external resources provided by collaborative delivery partners.

Working collaboratively with internal teams and external suppliers, you will ensure adherence to internal governance frameworks and proactively work to unlock technical issues faced by your team. You will be a champion for Agile and Lean practices, embedding them within your teams and across the wider agency. You will contribute to strategic decision-making for ATE's digital future and help shape our delivery community.

Key Responsabilities Of The Role Include


* Leading the discovery and development of digital services, translating user insights into actionable delivery plans, contribute to the digital strategy and road-map, and ensure development priorities align with business needs and strategic objectives.
* Owning the relationship with Department for Transport (DfT) Digital team and ensuring our development and cloud approach is aligned with wider priorities, whilst overcoming any technical blockers or challenges.
* Be accountable for the product delivery, manage teams through all delivery phases, coach and mentor other delivery managers, and address complex risks, issues, and dependencies. Ensure all products are developed following Government Digital Service (GDS) requirements
* Provide expert leadership and coaching in Agile and Lean practices, tailoring the approach to suit different life-cycle stages, and fostering effective collaboration within teams.
* Identify and challenge inefficient organisational processes, guide teams through implementing improvements, experiment with innovative ways of working, and lead continual planning in a complex environment.

Personal Specification

You are someone who can lead with clarity and purpose in a fast-paced digital delivery environment. You’ll have a track record of delivering successful digital products and services through the agile delivery lifecycle—ideally aligned with the Government Digital Service Standards. You’re confident using a range of agile and lean tools and techniques, and you know how to empower multidisciplinary teams to work in a self-organising, inclusive and continuously improving way.

You can spot opportunities to improve how things are done and are comfortable adapting approaches to meet changing needs. You thrive on Delivering at Pace, managing multiple priorities without losing sight of quality, user needs or delivery deadlines.

You're someone who sees the wider picture, understanding how your work supports broader strategic goals and working confidently across organisational boundaries to make things happen. You're able to communicate clearly with technical and non-technical audiences alike, and you build strong, trusted relationships—whether that’s with internal colleagues or external suppliers. You have skills in setting direction, supporting others to grow, and creating an environment where people feel empowered and focused on delivery.

You’re also someone who understands the contractual side of delivery—identifying the right frameworks, managing complexity, and negotiating effectively to get the best outcomes.

Additional Information

A minimum 60% of your working time should be spent at your principal workplace, although requirements to attend other locations for official business, or carry out detached duty in another DfT workplace, will also count towards this level of attendance.

Occasional Travel To Other DfT Offices Will Be Required.

* Demonstrable experience of leading delivery using a range of Agile and lean tools and techniques, empowering and coaching agile teams to be self-organising, inclusive and continuously improving.
* Demonstrable experience in delivering multiple successful digital products and services through the agile delivery lifecycle for example following the Government Digital Service Standards.
* Demonstrate the ability to communicate effectively across organisational, technical and non-technical audiences.
* Demonstrable experience identifying appropriate contractual frameworks and taking responsibility to negotiating and manage complex relationships with suppliers.

Your personal statement will be limited to a maximum of 1000 words.
