We are recruiting two Data Engineers through a single campaign. While both roles sit within the Insights Team, they have distinct areas of focus and different skillsets. Together, they will help us move away from fragmented, manual reporting and towards data that is trusted, timely and genuinely useful.
If you care about using data well, enjoy learning, and want your work to have real impact, these roles offer the chance to help shape how a council uses data for years to come.
The roles
You will join a collaborative Insights Team that works closely with services, ICT and partners across the council, valuing curiosity, learning and continuous improvement. The team focuses on practical, sustainable solutions rather than quick fixes, champions clear communication and shared understanding, and is committed to reducing single points of failure by building collective capability across the organisation.
Vacancy 1 – Data Engineer (Statistics and Analytics)
Service-embedded | People-focused | Insight-driven
This role supports the transformation of the Housing and Homelessness Prevention Service, which is undergoing significant change but currently lacks dedicated data capacity.
You will work closely with service leaders, practitioners and partners to help them use data with confidence, not just to meet statutory requirements, but to better understand demand, performance, outcomes, and emerging pressures.
* Building strong working relationships across the Housing and Homelessness Prevention Service
* Listening to and understanding how services work in practice, and how data is currently captured
* Influencing improvements in data capture, definitions and consistency, balancing operational reality with good data practice
* Designing and automating integrated data flows across multiple systems and spreadsheets
* Developing and maintaining clear, accessible dashboards and reporting for managers and decision-makers
* Supporting colleagues to interpret data, ask better questions and use evidence in day-to-day decision-making
* Helping reduce reactive reporting and repeat FOI requests through standardised outputs and appropriate publication
This role is ideal for someone who enjoys working with people, can navigate complexity, and is confident in communicating, influencing and building trust across a service.
Vacancy 2 – Data Engineer (Platforms)
Technical | Platform-focused | Capability-building
This role focuses on developing the council's core data platform and reporting capability, initially supporting Children’s Services and then expanding to wider organisational use.
You will help transition existing SQL-based data warehousing and reporting into a Microsoft Fabric workspace, strengthening the foundations that many services rely on.
* Developing and modernising data pipelines and warehouse structures within Microsoft Fabric
* Supporting the migration and improvement of existing SQL-based reporting solutions
* Building and maintaining well-structured, scalable data models that underpin Power BI reporting
* Improving performance, consistency and governance across datasets and dashboards
* Documenting data logic and patterns to reduce reliance on a small number of specialists
* Working closely with ICT to align platform, security and data engineering practices
* Helping prepare the organisation for future Families First reform reporting and other national requirements
This role suits someone with a strong technical foundation who is keen to develop and deepen platform skills while working on real-world, high-impact problems. At NELC, you'll find a supportive, inclusive culture that genuinely values learning and collaboration, alongside flexible and hybrid working that helps you maintain a healthy work-life balance. You'll take on work with real social impact, supporting vulnerable residents and frontline services, while also having the opportunity to shape how a local authority uses data, not just analyse it.
This is a blended working role, requiring a mix of home and office working in line with service needs.
