Job Description

Job Purpose

This post will provide strategic and operational project management to drive the development and delivery of the new Trusted Research Environment (TRE) at the University of Glasgow, and in partnership with NHS Greater Glasgow and Clyde. The postholder will ensure the TRE is aligned with governance and AI/ML workflows, to achieve key milestones across academic, clinical, and industry-facing projects. The role requires a high level of cross-sector coordination, stakeholder engagement, financial oversight, and support and commitment for a research-driven, AI/ML-enabled infrastructure with national relevance.

Main Duties And Responsibilities


* To lead on the planning, coordination, and execution of all phases of TRE implementation, ensuring on-time and on-budget delivery of infrastructure setup, AI workflow deployment, and governance milestones.
* Facilitate alignment and collaboration between NHS Safe Haven, MVLS researchers, University IT, and Services teams to manage the transition from existing TRE provider (Robertson Centre for Biostatistics) to long-term operational sustainability.
* Support the delivery of key demonstrator AI/ML projects (digital pathology, imaging, NLP) that will shape the TRE’s foundational workflows for integration into national health research infrastructure.
* To play a key role to ensure all TRE activities adhere to ISO, NHS, and university data governance. Oversee risk assessments, ethics approvals, and data protection compliance.
* Responsible for monitoring project budgets, track spending, ensure efficient use of resources, and support in the preparation of funding reports and business cases.
* To lead on the preparation and present regular updates and reports on progress to the TRE Delivery Board and other senior governance structure.
* The postholder will be expected to proactively identify and assess potential risks and issues, make evidence-based recommendations for mitigation or resolution, and escalate concerns where appropriate to ensure the continued delivery of project objectives.
* Working in collaboration with the TRE Lead and academic partners to identify and support grant applications and partnerships, positioning the TRE for growth and long-term sustainability.
* To play a lead role towards creating and enhancing strong working relationships across internal and external stakeholders, national TRE networks, industry partners, and government bodies representing TRE at networking events as required.
* To proactively lead on identifying and reviewing delivery challenges, embedding lessons learned into ongoing development and operations whilst ensuring compliance with quality standards and relevant legislation, policies, and best practices.
* Ensure that there are appropriate quality management processes in place to ensure that the deliverables comply with stakeholder requirements, appropriate legislation, University policies and procedures and industry best practice.
* Undertake any other reasonable duties appropriate to the role.

Qualifications/Knowledge

Knowledge, Qualifications, Skills and Experience

Essential

A1. Scottish Credit and Qualification Framework (SCQF) level 9, 10 or 11 (Ordinary/Honours degree or postgraduate qualification) in a relevant field (e.g. project management, health data science, IT, biomedical sciences, or engineering) including being professionally qualified in a relevant discipline, with a broad range of professional experience in a management role(s).

A2. Knowledge of research data environments and health data governance standards (e.g. ISO 27001, GDPR, NHS policies).

A3. Practical application and understanding of data protection, GDPR and other statutory requirements and professional guidelines.

A4. Strong understanding of project management methodologies (e.g. PRINCE2, Agile, or equivalent).

Desirable

B1. A working knowledge of public sector policies and procedures, specifically understanding of the contractual, legal and financial matters in relation to research contracts and collaborative agreements

Skills

Essential:

C1. Management of complex projects across the full life cycle with a successful track record of delivery.

C2. Excellent leadership and organisational skills, with the ability to coordinate complex, multi-partner projects.

C3. Strong written and verbal communication skills, with the ability to clearly explain details and interact effectively with others. Proficient in listening carefully and discussing complex topics with both experts and non-experts.

C4. Strong analytical and problem-solving skills, with the ability to manage competing priorities and adapt plans as needed.

C5. Proven ability to liaise and cooperate with stakeholders across organisational boundaries.

C6. Financial and risk management skills with attention to compliance and audit readiness.

C7. High level of technical literacy and ability to translate between clinical, academic, and IT teams.

C8 Practical application and understanding of data protection, GDPR and other statutory requirements and professional guidelines.

Experience

Essential:

E1 Proven experience successfully delivering complex research or infrastructure projects, preferably in the NHS, healthcare, academia, or life sciences.

E2 Experience working within or alongside a secure data environment (e.g. TRE, Safe Haven, or clinical research platform).

E3 Direct experience of managing projects within an NHS or a Health Data environment, with a strong understanding of NHS governance, operational procedures, and stakeholder expectations.

E4 Strong track record of stakeholder engagement across sectors and seniority levels, including NHS and academic leadership.

E5 Experience with governance and ethics approvals and managing compliance with data protection regulations.

E6 Experience managing high value budgets and contributing to business cases and funding applications.

Desirable

F1 Experience of providing high quality advice and guidance on research management

F2 Experience of financial management systems, such as Agresso

Terms and Conditions

Salary will be Grade 8, £49,559 - £57,422 per annum.

This post is full time and open ended. Relocation assistance will be provided where appropriate.
