This is a fixed term post for 12 months due to funding.
To support the planning, delivery and oversight of the Maternity and Neonatal Safety Support Programme, the postholder will lead the local implementation of evidence-based interventions and a portfolio of improvement projects, working with a broad range of stakeholders both locally and nationally to support appropriate and aligned improvement strategies, based on a strong understanding of quality improvement methodologies, patient safety knowledge and expertise.
Main duties of the job
Provide Local leadership and strategic direction for the collaboration design, delivery and implementation of the priorities within the MatNeoSSP Discovery Report within the Health Board using quality improvement methodologies.
Provide leadership, senior support and guidance to the local MatNeoSSP Maternity and Neonatal Improvement Specialists.
Take a leading role in the development and delivery of MatNeoSSP projects and programmes.
Analyse performance and development measurement plans, analysis and utilisation for identifying learning and ongoing improvement plans.

Qualifications & Knowledge
Essential criteria
1. Educated to Masters degree level or equivalent level of experience working at senior level in perinatal services and/ or quality improvement
2. Have a comprehensive understanding of quality improvement methodologies, patient safety knowledge and expertise.
3. Significant management experience in a senior role including staff management, within the NHS or Social Care
Desirable criteria
4. Welsh Language Skills are desirable levels 1 to 5 in understanding, speaking, reading and writing in Welsh

Essential criteria
5. Have an expert interest in improving outcomes and experience of Perinatal Services in Wales through quality improvement projects aligned to the Maternity and Neonatal Safety Support Programme
6. Ability to communicate highly complex technical improvement concepts and analysis effectively; including formal presentations, to a variety of audiences
7. Ability to organise, plan and prioritise a diverse range of complex priorities to meet deadlines
8. Demonstrable expert understanding of quality improvement methodologies, including measurement for improvement
9. Proficient in the use of standard Microsoft software, such as Outlook, Teams Word, Excel and Powerpoint.

The salary scale above has been agreed as part of the NHS Agenda for Change pay award for 2025/2026 and will be implemented in August 2025 with arrears backdated to 1st April 2025 where applicable.

The postholder will have access to vulnerable people in the course of their normal duties and as such this post is subject to the Rehabilitation of Offenders Act 1974 (Exceptions) Order 1975 (Amendment) (England and Wales) Order 2020 and as such it will be necessary for a submission for Disclosure to be made to the Disclosure and Barring Service to check for any previous criminal convictions.
