ROLE TITLE

Wireless Infrastructure Delivery Manager


ROLE LEVEL

Reports to: Project Manager


LOCATION

Site‑based (regional travel as required)


ROLE PURPOSE

* Lead the end‑to‑end build and delivery of telecoms sites/work packages to time, cost, quality and SHE standards.
* Translate approved designs into safe, efficient, right‑first‑time (RFT) builds, ensuring materials, plant, access, power, permits, and subcontractors are in place when needed.
* Provide expert buildability input to designs, ensure redlines/as‑builts accurately reflect what was installed, and drive timely, complete handover packs.
* Forecast works, maintain accurate look‑aheads/programmes, meet client SLAs, and keep clients informed of when works will happen.
* Support the Project Manager with progress, risk, commercial and stakeholder reporting.


DIMENSIONS

* Financial: Delivery accountability for individual telecoms sites/work packages (typical revenue per package ~ £10k–£130k), contributing to P&L performance through schedule adherence, cost control, and variation management.
* Organisational: No direct payroll reports; manages subcontractors, site supervisors and specialist suppliers to deliver works.


INTERFACES

* Internal: Project Manager, Planning, Commercial/Quantity Surveying, Procurement, Logistics/Warehouse, Design, SHEQ, Customer Care, Finance, Enabling Functions.
* External: Clients, Landlords, Subcontractors (civils, rigging, electrical, commissioning), Design Consultants, Specialist Vendors, DNO/ICPs, Local Authorities, Residents/Community where applicable.


ACCOUNTABILITIES


1) Pre‑Construction & Planning

* Review design packs (civils, steelwork, wireless/RAN, MW, power) for buildability, access, WAH implications, lifting, temporary works, and construction sequencing.
* Produce and maintain up to 12 week look‑ahead programmes aligned to the master schedule; feed dependencies and constraints to Planning.
* Call‑off equipment and materials against BoQs/Designs; raise requisitions; coordinate OTIF deliveries to site or consolidation hubs.
* Compile/own the Construction Phase Health & Safety Plan (CPHSP), RAMS, task‑specific risk assessments, lift plans, and permits to work.
* Arrange site access, outages, TT/Permit to Break Ground, traffic management, TTROs and utility notifications as required.


2) Build Delivery (Civils, Steelwork, Rigging, Electrical, Commissioning)

* Day‑to‑day leadership of site builds: foundations, ducting, cabins/enclosures, towers/monopoles, rooftop steel, earthing, containment, FTTA/RTTA, feeders, RRU/AAs, MW links, electrical works and integrations.
* Manage subcontractor performance (civils, rigging, electrical, testing/commissioning): scope, productivity, quality, compliance, dayworks and variations.
* Ensure SHE standards are visibly led: inductions, briefings, TBTs, PTWs, exclusions, WAH and RF safety, plant/LOLER/PUWER, environmental controls.
* Maintain daily site records (diaries, photos, inspections, delivery notes, test results) and elevate blockers early (access, design queries, client dependencies).


3) Quality Control, Snags & RFT Handover

* Implement Inspection & Test Plans (ITPs); verify workmanship against standards, drawings, and manufacturer requirements.
* Proactively manage snags/punch‑lists; drive corrective and preventive actions with clear owners and dates.
* Ensure as‑builts/redlines reflect installed reality; coordinate updates with Design and Document Control.
* Assemble Right‑First‑Time (RFT) Handover Packs (as‑builts, test certificates, photos, data cards, commissioning results, warranties) and complete client acceptance processes within agreed timeframes.


4) Commercial & Cost Control

* Protect margins through accurate forecasting, cost tracking, and timely agreement of variations/changes.
* Validate subcontractor applications, measure completed works, and support QS with valuations, accruals and final accounts.
* Minimise rework, idle time and aborted visits via robust planning, clear scope, and early risk removal.


5) Stakeholder & Client Management

* Keep clients up to date with work dates, dependencies and readiness; chair/attend build reviews and coordination calls.
* Manage design queries (RFIs/TDQs) to quick resolution; communicate impacts to programme and cost.
* Uphold company values on site and maintain a professional presence with landlords, neighbours and authorities.


6) Governance, Reporting & Continuous Improvement

* Ensure compliance with CDM 2015, BSA, company BMS, and client procedures.
* Provide accurate weekly progress reports, KPI updates, risk/issues logs, and mitigation plans to the Project Manager.
* Capture lessons learned and contribute to standard work, method improvements, and safety/quality initiatives.

* RFT Handover Rate (%), Average Handover Lead‑Time
* Schedule Adherence (PPC, milestone hit rate), Cost Variance
* SHE Performance (LTIFR/near‑miss reporting/inspections completed)
* Defect/Snag Closure Time, Revisit/Aborted Visit Rate
* Materials OTIF, Inventory Accuracy, Wastage
* Client SLA Achievement and Customer Satisfaction


PERSONAL QUALITIES & EXPERIENCE


Essential

* Proven site build management experience in Mobile/Wireless telecoms (greenfield/rooftop/small cells/in‑building/DAS or upgrade programmes).
* Demonstrable ability to read designs, extract BoM, call‑off equipment, and manage material/plant logistics.
* Track record delivering to time, cost, quality with excellent SHE leadership and CPHSP/RAMS ownership.
* Experience managing subcontractors and coordinating multiple work fronts.
* Competent with programming & reporting tools (e.g., MS Project/Primavera view, Excel), document control platforms, and client asset systems.
* Full UK driving licence; willingness to travel and work flexibly to meet site and outage windows.
* Knowledge of CDM 2015 duties (Client/PC/PD interface), temporary works awareness.
* Understanding of DNO/ICP processes and power enabling.


Desirable

* Familiarity with client acceptance processes and handover documentation.
* Strong understanding of wireless technologies and components (2G/3G/4G/5G RAN, FTTA/RTTA, RRUs/AAs, feeders, MW links) and associated civils/electrical.
* Commercial awareness (variations, measures, valuations).


Qualifications / Certifications

* CSCS card (appropriate level) and SMSTS (or SSSTS with plan to attain SMSTS).
* First Aid at Work, Manual Handling, Working at Height & Rooftop Access/Rescue, RF Awareness, Asbestos Awareness
* NRSWA Supervisor, LOLER/PUWER awareness


ADDITIONAL INFORMATION

* Role requires periodic night works/weekends for outages and integrations.
* Occasional overnight stays depending on site geography and programme demands.
