Our client has a permanent vacancy for a Director of Facilities. This is a senior leadership appointment with responsibility for estates and facilities strategy, leading operational delivery, and stakeholder engagement across a complex organisation.
Applicants will need to have experience at a similar Director/Head of level.
You will be contributing to strategic and corporate planning, with special responsibility for the
physical environment and the physical resources strategy, in the context of supporting
all the business activities.
You will be responsible for managing all aspects of the estate, its related resources and business activities to provide a physical support environment commensurate with the corporate objectives and its mission of delivering excellence.
To develop and implement an Estates strategy and masterplan that supports both the Operational
Strategy and the Financial Strategy to ensure all aspects are aligned. From this plan to deliver on the opportunities identified within the Masterplan, looking for tenants / land developers, knowledge of appropriate legal agreements and working with lawyers and Legal teams to pushing these opportunities through to completion.
As part of this process, you will present proposals to Capital Planning committee, Executive, Finance Committee and Council as well as externally to Parish Council and Central Beds Council as appropriate.
As part of the implementation, you will collaborate closely with senior colleagues, and be responsible for heading up purchases, disposals, rentals, and the associated legal arrangements.
Although most of the estate owned, there are various lease and occupational estate arrangements that are part of your responsibilities at other sites.
In line with values and commitment you will effectively lead, manage and be accountable for the Facilities Professional Service Unit, ensuring efficient and effective provision of comprehensive client centred services for estate planning, management and facility support activities.

• Procurement and management of utilities (Gas, Electricity, Water, CRC)
• Property Management

• Health and Safety Management
• Environmental Management
• Security
• Receptions
• Consumable purchasing and stores, postal service and parcel collection
• Procurement and maintenance of loose furniture
• Transport service and Car Parking.
• Sewage Treatment Works – Compliance, operation and maintenance
Requirements
• A degree, NVQ (Level 6) in a relevant subject area, and considerable experience of providing Estate Management in a similar organisation.
• A proven track record of managing a complex property portfolio, staff and budgets.
• A thorough understanding of general management techniques in a large and complex
organisation: able to contribute to the organisations corporate planning.
• Wide experience both in the preparation and control of development programmes,
building and engineering projects and in managing facility operations and maintenance
services.
• Major experience in leading organisational change across significant department
• A sound understanding of the legal and financial aspects of major property projects and
transactions.
• Deep understanding of estate development and planning
• In depth knowledge of relevant health and safety legislation.
• Strength and quality of leadership and personal skills required to develop and lead an effective and well-motivated, multi-disciplinary and multi-task estates and facilities team.
• High level strategic planning and organisational skills, including forward planning and forecasting.
• Ability to work efficiently and deliver value for money service of the highest standard.
• Good communication and inter personal skills to produce and foster trust and excellent working relationships
