Project details
As part of Forced and Elective site closure programmes, the Fibre Delivery Manager plays a critical role in driving the successful delivery of complex site rationalisation activities across UK network.
You will lead the coordination of build partners, planners, and internal stakeholders to ensure services are migrated ahead of key closure milestones—enabling the safe decommissioning of network infrastructure.
You’ll sit at the operational core of the programme, balancing tight deadlines, outage dependencies, and real-world delivery risk across a high-volume portfolio of sites.
Key Accountabilities:
* Own end-to-end delivery of fibre clearance and network clearance activity across assigned network sites
* Coordinate and align build partner activity (civils, cabling, splicing, audits, outages) with site cease deadlines
* Review planning output (HLDs, LLDs, job packs) and escalate quality issues or delays
* Drive build partner performance, chasing blockers and providing delivery oversight
* Coordinate fibre-cleansing activity whilst ensuring field activity aligns with live network constraints
* Manage high-risk cable outages, collaborating closely with stakeholders to avoid service disruption
* Maintain up-to-date delivery records (Planner, Excel, SharePoint, Power BI) to provide real-time delivery visibility
* Escalate delivery risks proactively - including access issues, deployment delays, GIS mismatches, or poor output
* Engage cross-functional stakeholders - including planning, build partners, programme delivery leads and outage scheduling teams
* Support rollout of new tooling, including the transition away from legacy systems
* Contribute to governance and delivery reporting, owning delivery updates in programme calls and escalation forums
* Ensure GIS and network inventory systems are updated following field activities
Required Skills & Experience:
* Strong background in fibre network delivery, ideally within decommissioning or transformation programmes
* Understanding of OSP/ISP fibre infrastructure, including civils, cabling, splicing and ODF/joint/cable audits
* Proven track record managing external build partners and coordinating field delivery successfully
* Familiarity with fibre planning outputs (HLDs, LLDs, schematics, job packs) and the ability to interpret technical documentation
* Experience working with complex outages, change requests, and site rationalisation planning
* Ability to manage multiple complex sites concurrently with competing priorities and tight deadlines
* Skilled in tools like Planner, Excel, SharePoint, Power BI, GIS (Preferably GE Smallworld) and delivery reporting templates
* Calm under pressure, solutions-focused, and confident escalating to resolve programme blockers
* Excellent communicator — able to align multiple teams and keep momentum moving at site level
* Relevant certifications such as PRINCE2, PMP, SMSTS, NEBOSH Health and Safety at Work and NRSWA Unit 1 Operative are desirable and demonstrate strong operational and safety awareness
