Job Purpose


The Business Crime Reduction Partnership Officer (BCRPO) will manage NWEC’s day-to-day delivery of our accredited Business Crime Reduction Partnership. The postholder will work with member businesses, the Metropolitan Police Service, Westminster City Council, and partner agencies to reduce crime, anti-social behaviour, theft, and target prolific offending across the West End.


This is a highly proactive, outward-facing role requiring exceptional relationship management, attention to detail, and the confidence to work with senior stakeholders while supporting frontline teams. The BCRPO ensures NWEC remains fully compliant with national BCRP standards and delivers measurable improvements in reducing crime, safety, intelligence sharing and partnership outcomes.


Key Responsibilities


BCRP Management & Compliance

* Maintain full compliance with national Business Crime Reduction Partnership (BCRP) standards, including governance, data handling, reporting, and partnership protocols
* Lead the administration and development of NWEC’s ALERT platform (prolific offender management portal), ensuring accurate and timely uploads, intelligence sharing, incident tracking, and offender management
* Ensure GDPR compliance across all data-sharing procedures, including information exchanged with the police (in line with our data sharing agreement), partners and businesses
* Prepare quarterly reports, KPIs, and intelligence summary updates for the Security Manager
* Deliver regular briefings to our NWEC security team.


Partnership Coordination

* Act as a central point of contact between NWEC businesses, the Metropolitan Police, Westminster City Council, outreach teams and external partners
* Facilitate intelligence sharing across businesses, including daily emerging trends, prolific offenders, crime patterns and risk alerts
* Strengthen collaborative problem-solving approaches, attending relevant partnership meetings such as:
* Local authority and police forums
* Night-time economy groups and retail security forums
* Support development of joint operations targeting key crime issues such as shoplifting, ASB, organised retail crime (ORC) and vulnerability.


Business Engagement & Member Support

* Build strong relationships with West End businesses, understanding their operational challenges and delivering tailored crime-reduction support
* Conduct regular visits to members to provide guidance on:
* Loss prevention
* Security best practice
* Reporting procedures
* Vulnerability awareness
* Incident logging
* Deliver briefings, training sessions, newsletters and updates to improve member confidence and capability around crime reduction
* Deliver a monthly intelligence sharing meeting to our business members
* Maintain the NWEC district radio network.


Intelligence, Analysis & Reporting

* Monitor crime trends, incident data and partnership intelligence to identify repeat offenders, hotspots, and emerging threats
* Produce analytical insights that inform NWEC’s strategic priorities, policing requests and operational planning
* Maintain an up-to-date exclusion scheme in line with national BCRP criteria, including evidence packs, banning notices, and appeals processes
* Support the Security Manager with evaluation of security operations and BID-funded patrols


Operational Support

* Support the Security Manager in the delivery of district-wide safety initiatives, campaigns, incidents, and seasonal operations (e.g., Christmas peak periods)
* Assist in coordinating responses to critical incidents and major events in the West End, ensuring rapid communication with businesses
* Contribute to delivering training to NWEC teams, members, and partners on crime awareness, vulnerability, and safety protocols.


Fusion Cell Support (Secondary Focus)

* Provide structured intelligence input to the Fusion Cell Officer and wider security team
* Review and interpret intelligence received from MPS for dissemination to members
* Support public order planning and event readiness coordination
* Ensure compliance with Data Sharing Agreements and appropriate data handling, storage and destruction
* Maintain records aligned with GDPR and information governance protocols


Requirements


* Experience working in a business crime reduction partnership, community safety, policing, retail security, or similar operational environment.
* Strong understanding of business crime issues, shoplifting patterns, vulnerability, organised retail crime, and partnership approaches
* Confidence working with police, local authorities, business leaders and frontline teams
* Excellent communication skills, able to translate intelligence into clear guidance for businesses
* High level of accuracy, professionalism and adherence to data protection standards and GDPR
* Ability to analyse crime data, produce actionable insights, and report clearly
* Proactive, self-motivated and comfortable working independently across a large and fast-paced district
* Strong relationship-building and stakeholder-management capability
* Knowledge of Westminster borough and West End business environment
* Experience using intelligence platforms and software
* Understanding of loss prevention strategies and retail security protocols
* Experience producing incident reports, case files or exclusion pack documentation
* Training in conflict management, vulnerability awareness, crime prevention or safeguarding
* Contribute to a weekend on-call rota and commit to working from the Fusion Cell office every other Saturday
* This role comes with enhanced Metropolitan Police Service vetting.
