Job Advert – Compliance Manager (Housing) – Kent Local AuthorityClient: Local Council – KentJob Title: Compliance ManagerLocation: Hybrid Working (Office + Site Attendance as Required)Contract: Ongoing Temporary ContractPay Rate: £30 per hour (Umbrella LTD)Start Date: ASAPAbout the Role: A Local Authority in Kent is currently looking to appoint a skilled and experienced Compliance Manager to lead on property compliance across their housing portfolio. This key interim position is critical in ensuring that all buildings meet statutory health and safety standards and that servicing, inspections, and recordkeeping are fully up to date.You will lead a technical team delivering compliance in areas such as fire safety, gas, electrical, water hygiene, asbestos, and lifts, while managing contracts and driving continual improvement across safety and performance.Key Responsibilities:
* Lead the housing compliance function across key areas: Fire, Gas, Electrical, Water Hygiene, Asbestos, Lifts
* Manage procurement of service contracts and ensure full contractor compliance
* Line-manage a team of specialist compliance officers and monitor performance
* Maintain accurate records and ensure readiness for audit or regulatory inspection
* Oversee delivery of risk assessments, inspections, testing, and remedial actions
* Work with stakeholders to ensure full statutory compliance and best practice across the housing stock
* Ensure proper response to FOIs, complaints, disrepair cases, and tenant queries
* Report to senior leadership on KPIs, market costs, risk status, and contractor performance
* Contribute to policy, committee, and Cabinet-level reporting as required
Essential Skills & Qualifications:
* HNC/HND in Building Studies or equivalent experience
* Membership of a relevant professional body (e.g. CIBSE, RICS, CIOB)
* In-depth experience managing compliance across all six core areas (fire, gas, electrical, asbestos, water, lifts)
* Sound understanding of CDM Regulations, ACOP L8, and HSG274
* Strong experience managing contractors and procurement within the public sector
* Excellent IT, reporting, and communication skills
* NEBOSH (Fire Safety in Construction), P405 Asbestos, and Gas Safety qualifications are highly desirable
