Role Overview
Reporting to the Head of Facilities Management and Capital Projects, you will act as the professional client on behalf of the Council in all stages of capital construction projects from inception to completion. You will coordinate stakeholder input, manage design, monitor progress, ensure contract delivery, and oversee a programme of refurbishment works and new builds across the borough.
Responsibilities
* Deliver an agreed capital programme of work and individual projects within agreed cost and timescales, meeting client expectations of service, quality, timeliness, communication, and value for money.
* Provide expert advice to internal and external clients, demonstrating market knowledge and specialist expertise.
* Manage a small team of Project Managers and collaborate with the delivery team to select appropriate design and construction solutions.
* Liaise with technical, statutory, and advisory parties, acting as the key focal point for the projects and instructing the supply chain.
* Advise the Council on best practice capital project management and lead the adoption of industry‑leading tools, systems, processes, and documentation to deliver consistent high‑quality services.
* Coordinate internal and external resources necessary to deliver projects, analyse information and data, prioritise actions, manage risk, and take appropriate action where necessary.
* Manage responses and communication regarding complex professional or politically sensitive issues, engaging councillors, residents, schools and internal stakeholders to achieve optimum results.
Qualifications
* Chartered Surveyor or relevant professional qualification and/or significant experience in a relevant area.
* Leadership experience within a local authority setting.
* Ability to work at pace with enthusiasm and drive.
* Strong engagement and influence skills to work with partners at all levels.
