Government Finance Business Partner – Submarines (Wilmore House, Derby).
Overview
The Government Compliance Team brings together the Single Source Contract Regulations (SSCR) and Government Finance (GF) teams to provide specialist financial advice to business units, ensuring compliance and pricing of Government contracts meet all legal and statutory regulations. The role reports directly to the Head of Government Finance and Compliance, supports the Submarines business and wider Rolls‑Royce, and may involve occasional travel to MOD sites and Bristol.
What You Will Be Doing
* Prepare, review and submit annual Government Finance deliverables, including Actual & Forecast Reporting for UK MOD and US DOD units.
* Work with Central finance teams and Tax to maintain allocation models and generate Government pricing solutions.
* Act as interface for Central claims with MOD Cost Assurance and Analysis Service (CAAS) and the MOD Single Source Pricing Service (SSPS) claim agreement process.
* Submit Defence US (RR Corp) recoveries for UK cost bases in US DOD pricing according to published timescales.
* Develop knowledge of the cross‑border transfer pricing process to ensure consistency with Government pricing.
* Support preparation of annual strategic disclosures such as the Business Update, Accounting Changes Letter, Strategic Industrial Capacity Report and IFRS8 disclosure.
* Maintain and submit the MOD Questionnaire on Methods of Allocation of Cost (QMAC) for Central businesses.
* Prepare, review and submit Single Source Regulations Office (SSRO) Supplier reports and meet SSCR requirements.
* Collaborate with Finance Business Partners across Defence Aerospace, Submarines, Technical leads, SSCR Business Partners and the US Government Finance team.
* Undertake ad hoc exercises as directed by the Head of Government Compliance.
Qualifications
* Qualified Accountant with breadth in Financial and Cost Accounting and Government Finance experience.
* Ability to work effectively across teams, develop relationships and influence outcomes.
* Strong communication skills, able to convey complex messages clearly to senior management.
* Experience negotiating with seniors and MOD representatives.
* Effective communication with external auditors and regulatory bodies, such as UK MOD, US DOD, PwC, and the Single Source Regulation Office.
* Prioritisation and independent work capability, with initiative and original thought within a team context.
* Proficient in key finance systems (SAP, Oracle HFM/VBM) and advanced Excel, Word, PowerPoint skills.
* Knowledge of UK and US Government conventions and related commercial or business issues.

Additional Information
The role requires a UK national or a dual national with MoD approval. Rolls‑Royce will support the application for Security Clearance if not already held. Candidates may be asked to complete an online assessment as part of the selection process.
