Salary: £41,511 - £42,708 per annum
Hours: 37 hours per week
Contract: Fixed-Term until March 2027
Location: Hybrid working - with flexibility to work remotely and from office locations in Carlisle, Workington, or Whitehaven.

Are you an experienced Business Analyst looking for your next challenge on a project where you can make a real impact? We are looking for an experienced business analyst to help us disaggregate our ICT Hosted Service
Cumberland Council currently provide ICT services for 2 additional organisations, under a Hosted Service arrangement. Those 2 organisations are Westmorland & Furness Council and Cumbria Fire & Rescue Service. The current Hosted Service started in April 2023 and was always intended to be an interim arrangement.
Working with the Senior Manager, ICT Hosted Service, the successful candidate will be a key part of the project team and responsible for supporting the Project Manager to develop then deliver the project that will bring this Hosted Service arrangement to an end.
This is a complex project, that will involve transferring key components of the current service (people, systems, assets, processes, etc) across to the other 2 organisations that the service currently supports.
The successful disaggregation of the current Hosted ICT Service is key to enabling Cumberland to deliver the Council's vision for ICT and in doing so to deliver the Council's broader, strategic vision, of which ICT is a key component.
The Cumberland ICT service is a team of highly skilled professionals all committed to delivering a high-quality service to all 3 of the supported organisations in a working environment that is collaborative and supportive. We aim to hire people with the skills and experience to do the job, to agree clear objectives and then give them the space to deliver.
The role is primarily home-based but there is an expectation that there will be some travel to Cumberland Council offices to run workshops and key meetings.
Key Responsibilities
As a key member of the project team, you will work with colleagues in the ICT Hosted Service and with key stakeholders across all 3 organisations to conduct analysis, gather information and data, and develop the agreed products required to enabled informed decisions to be made and to support delivery of the Hosted ICT Service disaggregation plan.
You will work closely with ICT Hosted Service disaggregation Project Manager to enable the successful delivery of the project to time, cost, and quality.
Who We're Looking For
You will be pro-active, able to work on your own initiative to deliver agreed objectives with minimal supervision and able to work as part of a team. You will have a logical, methodical approach to gathering information and analysing data, with the ability to take complex information or concepts and present them in a format that makes it easy for other to understand and use to make informed decisions. You will have experience of producing clear, evidence-based reports to ensure a risk managed approach to decision making.
You will have knowledge and experience of using various business analysis tools and techniques. You will understand key ICT concepts and be able to engage with ICT staff to extract the key information required to develop key products, including technical specifications and project briefs, to support the project.
You will have experience of working on projects throughout the project management lifecycle with a strong understanding of the principles of change management. This should include experience of engaging with business areas, using system and process analysis and technical expertise to effect change. You will also be able to provide examples of where you have used problem solving skills to develop innovative solutions.
Knowledge of public sector regulations, procurement practice and procedures would be beneficial, and you will be able to demonstrate considerable experience working in a relevant role or environment, ideally in a Local or National Government
