Job summary
The Operations Manager plays a key leadership role within Greater Derby Primary Care Network, overseeing the delivery of services, workforce management, and continuous improvement across the network. Working closely with the PCN Business Manager, Clinical Director and Practice teams, the post-holder will ensure services are efficient, sustainable and aligned to both national requirements and local population needs.
The role includes line management of Lead roles, providing oversight and support to ensure consistent performance across teams, while maintaining overall accountability for service delivery and outcomes.
Main duties of the job
This role focuses on leading the day-to-day running of PCN services while ensuring teams are well supported, organised and performing effectively. You will work closely with Lead roles to coordinate workforce delivery across practices, remove operational challenges and support the successful delivery of key priorities and projects.
A key part of the role involves using data and insight to improve services, as well as working with a wide range of stakeholders to strengthen collaboration across the network and wider health system.
Job responsibilities
* Lead the delivery of PCN priorities, including Network Contract DES and IIF requirements
* Oversee day‑to‑day operational performance across PCN services and practices
* Ensure consistent processes, pathways and ways of working across the network
* Identify operational risks and implement effective solutions
* Support the planning, implementation and evaluation of PCN services and programmes
* Contribute to the strategic development and long‑term sustainability of the PCN
* Line manage and provide leadership to designated Lead roles across PCN services
* Ensure Leads effectively manage their teams, maintaining accountability for performance and delivery
* Oversee workforce planning, deployment and utilisation of ARRS staff
* Support practices with workforce challenges and coordination across the network
* Promote staff engagement, development, wellbeing and retention
* Act as an escalation point for complex HR and workforce issues
* Lead the development and implementation of HR processes and systems across the PCN
* Ensure compliance with employment legislation, policies and best practice
* Oversee recruitment, onboarding, appraisal and performance management processes
* Support leadership development within Lead roles to strengthen management capability
* Embed a positive, inclusive and high‑performing organisational culture
* Lead PCN‑wide transformation programmes and service development projects
* Ensure delivery against agreed timelines, objectives and outcomes
* Monitor progress and provide updates to PCN leadership and stakeholders

* Ensure compliance with GDPR, FOI and NHS information governance standards
* Maintain oversight of operational systems, processes and reporting mechanisms
* Support the adoption of digital tools and transformation initiatives
* Work with system partners (ICB/NHSE) to implement best practice and guidance
* Ensure robust governance frameworks, including risk management and policies
* Act as a key operational link between practices, PCN leadership and system partners
* Represent the PCN at meetings, forums and system‑level discussions
* Build strong relationships across the network and wider health and care system
* Support collaborative working across practices to improve patient access and outcomes
* Ensure effective communication across the PCN, supporting clarity and engagement
* Oversee coordination of meetings, reporting and follow‑up actions
* Support the PCN Manager in gathering feedback, intelligence and data
* Work flexibly across the PCN to meet service needs
* Contribute to the development of PCN strategy, culture and ways of working

Experience – Essential
* Experience within General Practice
* Experience of working with multiple stakeholders
* Experience of leading projects or service delivery
* Experience in an operational and management role

* Excellent communication and stakeholder management skills
* Ability to work independently and manage competing priorities
* Strong IT skills (Excel, reporting tools, Microsoft Office)
