An exciting opportunity has arisen for a Senior Transport Planner to join our Area Strategy and Scheme Development team at Hampshire County Council.
The Role:
You will support the development of transport strategies and transport improvement schemes across Hampshire, enabling sustainable growth, improving connectivity and enhancing local places. Working closely with district councils, local stakeholders and elected Members, you’ll play a key role in shaping transport outcomes and ensuring local priorities are reflected in scheme development and delivery.
This role offers the opportunity to work on high profile area based projects, lead on developing transport schemes, and help to manage significant programmes of work – all contributing to the wider objectives of Hampshire County Council’s new Local Transport Plan (LTP4). What you’ll do:
Within this role you will be supporting the transport planning leads primarily for the southern districts of Hampshire; be client manager (sponsor) for transport improvement schemes; and support the drafting of local area or district wide transport strategies. You will help to oversee the optioneering and early development of transport schemes including feasibility studies, through commissioning street designers and transport consultants when required.
Using the LTP4 Framework whilst having regard to the Road User Utility, Movement and Place and Healthy Streets Frameworks, you will lead on and help to oversee a broad range of transport studies and schemes. These include place-making, active travel, bus priority, healthy streets schemes, public realm improvements, moving traffic enforcement initiatives and parking, new micro mobility schemes, road safety and traffic management schemes, and highway capacity enhancement schemes.
The successful candidate should have project and programme management skills and some experience of being involved in developing transport strategies and/or delivering physical infrastructure improvement to roads and streets. We are looking for people who want to join us to make the vision set out in our Local Transport Plan a reality and who truly understand how what we do to the physical places we manage can enhance people’s lives.
You will work within the Area Strategy and Scheme Development team within Integrated Transport. The team has around 20 members and works on the development of approximately 100 studies, strategies and schemes per year with an annual budget of around £5m. The total capital value of transport schemes in development is currently over £200m.
What we’re looking for:
1. Educated to degree level (or equivalent experience) in a relevant discipline, with professional membership desirable
2. Experience in transport planning, including the development of transport strategies, studies or transport infrastructure improvement schemes.
3. Project and programme management skills, with experience of managing budgets, timescales and different workstreams.
4. Good knowledge across a range of transport planning functions, ideally including design, funding, business cases and scheme development processes.
5. Good communication and influencing skills, including experience of liaising with stakeholders, partners and elected Members.
6. A proactive, organised and self motivated approach, with the ability to work at pace and manage competing priorities.
7. An understanding of the political and legislative context in which local authority transport planning operates.
