About the role
The Operations Compliance Manager will head up and lead the Operational Compliance Team and function to deliver an all-encompassing department that delivers a “best in class” first line of compliance defence model. The core accountabilities focus on the legislative and regulatory operational compliance requirements and standards such as Environmental Permitting and APHA (ABP) compliance requirements.
The Operations Compliance Manager will also maintain operational accreditations and standards for all site quality protocols and certification schemes such as PAS100 and PAS110.
Management and oversight of internal and external auditing to ensure that internal first line of defence standards are met and that all system processes are followed.
The role requires management of external accreditation auditors (e.g., PAS, APHA, Woodsure QMS). The Manager and team will provide compliance support and guidance to all STGP Site Managers and Senior Regional Managers with external stakeholders during regulatory site visits, inspections and audits. The team will work closely with operational site teams to manage regulator and stakeholder relationships.
The Operations Compliance Manager will manage a team of Compliance Delivery Officers across a wide geographic area and diverse STGP sites, enabling continued operational excellence across the portfolio.
What you’ll do
* Leading all activities and actions relating to Environmental Permitting and Accreditations of STGP sites, including permit variations, tracking progress and ensuring timely completion of requirements.
* Oversee APHA, PAS100, PAS110, Operational Health & Safety processes, procedures and controls; manage accreditation standards across the portfolio, review routine samples, book and prepare audits, and close out findings/actions promptly.
* Communicate new environmental regulations and guidance to Operational Site Managers, Senior Regional Managers, and the Senior Leadership Team, including requirements, timeframes and best practices.
* Manage, file, store and communicate all EA CAR forms and required regulator actions; review responses and track follow-up to CAR form close-out.
* Collate, analyse and complete regulatory reporting; ensure submissions are accurate, timely and complete (e.g., Annual Performance Reports, Quarterly Waste Returns, Pollution Inventories).
* Collaborate with site teams to ensure compliance with legal requirements, environmental permits, PAS 110/100, and related deployments.
* Ensure that projects consider the avoidance of strategic business risks and compliance with new regulations or legislation.
* Oversee LPD1 deployments across the Greenwaste and IVC portfolio; Site and Regional Managers own the end-to-end process.
* Upskill Compliance Delivery Officers, Operational Managers and Supervisors to maintain knowledge of current legislation.
* Facilitate ongoing communication between departments and sites to support continuous improvement.
* Provide regular reporting of operational statutory standards, internal STGP standards and performance, including KPI and RAG status.
* Participate in monthly Operational meetings and regional operations meetings with updates on compliance status, priorities and permits.
* Support H&S planning for ad hoc tasks, including risk assessments, method statements and permits to work.
* Support with appointing qualified third-party partners to support STGP activities and testing.
* Collaborate with Regional Operations Administrators and Site/Regional Managers to manage and record training via the Operational Training Matrix; audit to close training gaps.
* Source suitable training courses and ensure internal AQD training requirements for operational staff are met.
* Review and update the Operational Compliance Matrix for sites and departments (Engineering, Electrical Power and Controls, Transport, etc.).
* Maintain a full suite of work instructions and SOPs across operational areas, with risk assessments and training for new equipment.
* Own and manage end-to-end Operational QPs and related documentation, applying a bottom-up review, maintaining standards with WI’s, SOPs, Safe Systems of Work (RAMS, PTW, LOTO, DSEAR, LOLER, ATEX).
* Contribute to change projects that impact operational status quo (e.g., FIXX management system, file storage).
* Lead a team, training and development to disseminate knowledge across the organization and maintain an agile culture.
What you’ll bring
* Relevant Wamitab qualifications where applicable.
* NEBOSH National Standard Health & Safety certificate.
* Transport compliance experience – RHA events and CPD training.
* Knowledge of regulatory requirements for EA, ABP, APHA, HSE, RHA, DVSA and PAS.
* Understanding of DSEAR and HACCP regulations.
* Understanding of IMS and ISO Business Management Systems.
* Proficient in Word, Excel, PowerPoint, Outlook, Google Sheets, MS Teams.
* Strong oral and written communication skills; experience of working in Operational teams.
* Team management and leadership experience.
