England is reforming agricultural policy and spending with the Environmental Land Management (ELM) schemes. ELM schemes incentivise farmers and land managers to deliver water, soil and biodiversity outcomes alongside food production. Working with Defra and delivery partner colleagues, you will help improve our services to farmers and influence the design and delivery of incentives within the Environment Agency 2030 strategy and government targets for water, environment and climate. This role includes shaping our organisational response to government reviews and delivering regulatory reform to support clean water and economic growth and nature recovery.
The Environment Agency ELM team seeks dynamic, strategic thinkers to inform and shape the future of ELM, particularly the delivery of Countryside Stewardship Higher Tier (CSHT). You will contribute to ongoing improvement of the scheme through its design and delivery, and provide advice in meetings, manage commissions, oversee programme milestones, and identify future risks and resource requirements. You will work across teams and organisations with senior leaders to articulate a scheme that delivers our outcomes.

The team sits within the Nature & Place Directorate, part of the National Agriculture and Land Team. We work in an agile, fast-paced, flexible and collaborative environment, managing uncertainty to deliver clarity. Experience/skills required
* Experience of Agriculture and working with Defra and other statutory bodies is essential.
* You are politically aware with excellent communication and networking skills.
* You understand environmental sensitivities associated with significant agriculture sector reform.
* You have experience interpreting/evaluating evidence to propose effective risk-based solutions for challenging problems.
* You prioritise and deliver complex work, and are a self-starter who actively develops and takes ideas forward.

Role responsibilities
* Represent our expertise to Defra, delivery bodies, and the agriculture sector to achieve consistency and improve collaboration between organisations.
* Provide advice in meetings, manage commissions, deliver and oversee programme milestones, and identify risks and required resources.
* Collaborate with multiple teams and external partners to articulate a CSHT delivery plan aligned with outcomes.

* You’ll have an incident management objective in your development plan. Appropriate training will be provided.
* The role is national with a flexible/hybrid location in England; some travel and overnight stays may be required.
