436109 Fleet Average Emissions Data Officer – Vehicle Certification Agency (VCA)

Responsibilities
Heavy Duty Vehicles (HDV)
* Obtain data files from the Department for Transport (DfT) relating to HDV registrations in the UK.
* Coordinate the collection of data from HDV manufacturers to enable the calculation of HDV fleet average CO₂.
* Use tools such as Power Query in Excel to calculate the correct fleet average emissions for each manufacturer.
Light Duty Vehicles (LDV)
* Calculate provisional fleet average CO₂ performance targets for all LDV manufacturers using registration data.
* Provide LDV manufacturers with data sets and their provisional fleet average CO₂ performance targets.
* Coordinate the collection of data returned from LDV manufacturers via the error reporting process.
Both HDV & LDV Vehicles
* Support the publication of emissions data such as reports and associated supporting documents on the VCA website for both LDV and HDV vehicles.
* Provide responses to communications and queries from stakeholders, manufacturers, and the public.
* Build and maintain excellent working relationships with key colleagues in the central department to share resources, knowledge, and expertise to promote regulatory compliance and continuous improvement.
Qualifications
* Excellent communication skills, both verbal and written, with a high level of tact and diplomacy.
* Proficiency in Microsoft Excel for data analysis, including pivot tables, advanced formulas, and data transformation tools such as Power Query.
* Strong problem‑solving skills and confidence in challenging and investigating errors in data and published reports.
* Good analytical skills to produce recommendations based on evidential conclusions.
* Ability to deliver at pace and manage competing priorities.
* Adherence to relevant policies, procedures, and legislation.
* Good organisational skills to work independently and as part of a team to meet deadlines.
