We currently have an opportunity for aRegulatory Finance Managerto join our team based inExeter or Bristol. Joining us on afull-time permanentbasis, you will receive a competitive salary of£48,000 – £55,000 per annum plus excellent benefits.
About the role
As Regulatory Finance Manager, you will have the opportunity to lead the delivery of our regulatory financial reporting on behalf of the Pennon Group, working closely with the wider Finance team to ensure consistency between statutory and regulatory reporting. You will be an expert in Water Regulatory matters, providing technical advice to support strategic and operational decisions.
This role offers the chance to work closely with senior management, including the Exec team, building trust and ensuring robust controls and consistent regulatory financial reporting. It is a demanding but rewarding position in a large organization, allowing you to make a significant impact and engage regularly with senior stakeholders. You will lead external financial and regulatory reporting and foster strong relationships across Finance and the wider business.
Key responsibilities include:
* Leading the delivery of the annual performance report and related financial and operational outcomes.
* Supporting development of the Ofwat Financial model for PR24 regulatory determination.
* Producing quarterly and annual metrics such as RoRE and RCV.
* Developing expertise in Ofwat’s reconciliation and incentive models for 2025-2030.
* Updating reconciliation models quarterly to align with the budget cycle.
* Leading financial aspects of the five-year business plan, including model population and consultation responses.
* Completing financial tables for the Annual Performance Report in line with Ofwat guidelines.
* Providing technical regulatory advice, including Regulatory Accounting Guidelines and economic issues.
* Managing stakeholder engagement with auditors, regulators, and senior management.
* Overseeing financial control monitoring and audits.
* Managing regulatory reporting initiatives and control environment reviews.
* Collaborating with business streams to ensure decision-making reflects regulatory and financial considerations.
* Contributing to the Price Review Programme, influencing Ofwat policy for optimal outcomes.
* Managing delivery of Price Review tables across regions, utilizing platforms like SharePoint and DocuSign.
* Monitoring regulatory developments and advising the business accordingly.
* Communicating the financial impact of project overspending and supporting strategic budgeting.
Ideal candidate profile:
* ACA, ACCA, CIMA qualified or equivalent.
* Senior experience in regulatory environments, with ability to simplify complex information.
* Proven leadership through change, with improvements in controls and management information.
* Effective team contributor and influencer at senior levels.
* Strong communication skills, capable of engaging stakeholders and presenting compelling cases.
* Solid financial reporting, budgeting, analytical, and critical thinking skills.
