Job Introduction

Job title: Finance and Procurement Process Area Design Lead

As part of our transformation journey, Liverpool City Council is implementing an integrated Enterprise Resource Planning (ERP) system that will transform our finance, human resources, and payroll functions. The new ERP system will replace our current SAP (Finance) and Oracle (Payroll) platforms, along with several smaller systems covering other functions within Finance and Resources and HR and Payroll. It will be built using Microsoft Dynamics for Finance and Resources, and MHR i-Trent for HR and Payroll.

We are looking for an experienced Finance Process Lead to join our delivery team of experts to work in partnership with Ernst Young, who have been appointed to deliver the integrated solution, and internal subject matter experts to help shape the future of how we work, ensuring we deliver the best outcomes for staff and residents.


The role

We are looking to recruit a fixed term Finance and Procurement Process Area Design Lead. The Process Area Lead will own the ERP design of the areas they are responsible for, working closely with our implementation partner and wider programme team to ensure we deliver the best possible solution for the Council. They will be the key decision maker for their areas, attending workshops and completing the detailed design of the system. They will be responsible for validation of the build and ensuring it aligns to our high-level design and meets the business requirements.

You will be confident in leading ERP design (or similar system) and implementation within a complex organisation with a strong understanding of business processes in finance and procurement. You will have the ability to translate business requirements into system design and configuration and have experience working with ERP implementation partners and cross-functional programme teams.

The post holder will also need to have familiarity with validation and testing of ERP solutions against design specifications. Knowledge of change management principles and how ERP impacts business operations is essential along with the experience and understanding of LCC current and desired future ways of working for your areas of responsibility.


Qualifications

* You will hold a relevant professional qualification or have equivalent experience in business analysis, or project delivery
* You will also hold additional certifications in ERP platforms (e.g., Oracle, SAP, Workday) or have equivalent experience


Skills and abilities

* Excellent analytical and problem‑solving skills, with attention to detail
* Strong decision‑making capability, especially in high‑pressure or time‑sensitive environments
* Ability to lead workshops, facilitate discussions, and drive consensus among stakeholders
* Skilled in documenting complex processes and system designs clearly and accurately
* Effective communication skills, both written and verbal, with the ability to engage technical and non‑technical audiences
* Ability to manage competing priorities and deliver high‑quality outcomes to deadlines
* Strategic thinking with the ability to manage competing priorities and deliver results under pressure
* Familiarity with public sector policies, including safeguarding and equality frameworks
* Ability to demonstrate policy guidance


This vacancy is fixed term to support the implementation of the organisation's Enterprise Resource Planning (ERP) Project and will end on 30 April 2027.
