Job Opportunity: Exchequer Services Manager (Grade 9)

About the Role
We are seeking an experienced and motivated Exchequer Services Manager to lead and develop our Accounts Payable, Accounts Receivable, and Income Management & Control functions. This is a pivotal role in ensuring the delivery of efficient, effective, and compliant financial services that support the council's objectives and statutory responsibilities.
Key Responsibilities
As Exchequer Services Manager, you will:
* Lead and manage the Accounts Payable, Accounts Receivable, and Income Management & Control teams.
* Oversee payment processes, reconciliations, debt management, and statutory returns.
* Ensure compliance with professional and regulatory standards (e.g., HMRC, PCI compliance).
* Maintain robust financial controls and audit trails across systems, including FIMS.
* Represent the authority in external audits, inspections, and professional meetings.
* Support continuous improvement in payment and income collection processes.
* Provide training, guidance, and professional advice to colleagues and departments.
About You
We're looking for someone with:
A relevant Foundation Degree (HND/HNC) or equivalent experience at a managerial/supervisory level.
Significant experience in exchequer services (accounts payable, receivable, and income management).
Strong knowledge of financial regulations, compliance, and control requirements.
Proven leadership skills with the ability to motivate and develop teams.
Excellent numeracy, analytical, and IT skills (including advanced use of spreadsheets and databases).
Strong communication skills, with confidence in representing finance at senior levels and external meetings.
The ability to manage competing priorities and meet strict deadlines.
Welsh language skills are desirable.
