Job Description
A leading law enforcement organisation operating at the forefront of national security is seeking a Head of Business Design to join their Change function that delivers a national portfolio of high‑complexity, often transformational programmes across the UK’s security network. It provides specialist change expertise, quality assurance, and leadership to major programmes while supporting business areas such as Digital, Data, Analysis and Technology.
As Head of Business Design, you will lead a team of forward‑thinking problem solvers who apply organisational design, analytical insight and strategic expertise to some of the UK’s most complex security challenges. You will serve as the organisation’s centre of excellence for operating model design, influencing major programmes and shaping future capabilities at a national level.
You will build strong, productive relationships with senior stakeholders across law enforcement, government, and national security partners, providing expert advice to help shape the future of the UK’s protective and counter-terrorism posture.
This is a permanent position based in London (hybrid working) with a salary banding of £80,580 – £93,071, plus a £3,009 location allowance. Due to the nature of the role the successful candidate will be required to go through and maintain DV vetting.
Key Responsibilities
Leadership
* Act as a senior leader within the Change function, contributing to strategic planning and decision making.
* Lead and manage a multidisciplinary Business Design team, including permanent specialists and contractors.
* Provide strategic direction and oversight for all Business Design activity.
* Collaborate with senior leaders across government to identify, prioritise, and deliver change initiatives.
* Drive innovation, champion new ideas, and challenge existing ways of working.
* Represent Business Design at internal and external boards, and deputise for senior leaders when required.
Business Design & Service Coherence
* Ensure coherent, integrated operating model design across all change initiatives.
* Work closely with Strategic Design Authority colleagues to guide principles, standards, and critical design decisions.
* Ensure that designs align to organisational strategy and escalate where strategic review is required.
* Communicate and maintain a clear view of how the operating model functions in practice.
* Champion business architecture maturity and ensure alignment with data, digital and technology solutions.
* Bring real‑world problem-solving approaches to programme delivery.
Experience Required
* Expert understanding of operating model design methodologies.
* Deep knowledge of business architecture principles and tools.
* Exceptional interpersonal, communication, negotiation and influencing skills.
* Strong strategic acumen and advanced critical-thinking capability.
* Comprehensive understanding of the impacts of transformational change on operational risk.
* Expertise in structured problem-solving methods.
* Leading complex, enterprise-level operating model design and delivering system-wide change.
* Influencing Executive/Board-level stakeholders and building consensus across diverse groups.
Qualifications
The successful candidate will hold:
* TOGAF 9 (or equivalent framework experience)
* Managing Successful Programmes (MSP) Practitioner (or equivalent)
* BCS International Diploma in Business Analysis (or equivalent)
