The Role
The Commercial Manager in the High Frequency Sensing Systems Program Office (HFSSPO) is required to provide complex and strategic commercial, contract management and procurement advice within an integrated workforce. They are accountable to utilise their knowledge and experience to ensure compliance with legislative frameworks, government decision-making, and Defence’s and HFSSPOs mission and policy requirements.

The Commercial Manager is accountable to drive consistency, improvement and innovation by standardising business processes and procedures, as well as providing clear guidance on commercial governance and assurance for all HFSSPO commercial arrangements to ensure value for money and compliance with legislative and policy requirements.

The Commercial Manager will assist in the development of the commercial strategy, operating framework, policies and priorities in support of HFSSPO objectives. They will be accountable for providing advice and support to procurement planning, tendering, contract formation and contract management activities.

This role is eligible for an additional remuneration benefit known in Defence as a Building Defence Capability Payment (BDCP). This enables Defence to provide a premium, in addition to the base salary otherwise payable under the Defence Enterprise Collective Agreement (DECA), for positions in occupational disciplines/classifications that are critical to Defence capability. The High Frequency Sensing Systems Program Office (HFSSPO) is an exciting environment to work in, offering rewarding opportunities in world leading capabilities and emerging technologies. HFSSPO acquires, sustains, and exports High Frequency radar capabilities for the Australian Defence Force. This includes the world leading Jindalee Over the Horizon Radar.

Our Ideal Candidate
To succeed in this role, you will have:


1. Experience in the management of complex Defence contracts.
2. Knowledge of the ASDEFCON Strategic and complex materiel contract templates
3. Effective communication skills to engage effectively with senior stakeholders, both internal and external to Defence
4. Strong leadership and direction to develop strategies to resolve commercial issues, changes in scope, and growth opportunities within existing contracts
5. The ability to actively influence and engage personnel within the business to ensure that commercial risks are identified and addressed proactively.
6. In-depth knowledge of and compliance with legislative frameworks, government decision-making and policy requirements
7. Qualifications in Business, Law or related discipline
8. The interpersonal skills to foster and promote a positive and inclusive workplace culture that aligns with Defence values
