Job Description

We have an exciting opportunity to be involved in the strategic planning and business management of the largest digital transformation programme within the Environment & Business directorate. The Regulatory Services Programme is responsible for delivering digital services that will transform how the Environment Agency regulates.
You will lead within the Programme Management Office (PMO), providing valuable input into the financial and business management of the Programme to support risk mitigation and issue resolution, ensuring alignment with the business case and value for money.
We are looking for someone with a strong track record in managing complex financial information and collaborating to drive value for money and influence ongoing investment.
Responsibilities include:
1. Understanding the financial and economic cases underpinning the Programme’s business case and spending review bids.
2. Ensuring programme deliverables align with strategic objectives within the business case, owning change control processes.
3. Supporting the Programme Manager to ensure changes to Time, Cost, and Quality are assured, working closely with delivery teams to ensure affordability and value for money.
4. Managing queries from senior stakeholders and delivering regular programme reports, including financial tracking across EA, Defra, and external suppliers.
5. Supporting investment and funding activities with the Programme Manager and Director.
6. Ensuring adherence to governance and assurance requirements.
7. Supporting business management through whole life cost allocations.
The Digital, Innovation and Programmes team is responsible for the Digital Strategy and its implementation across E&B. You will work in a multidisciplinary team alongside Defra shared services and third-party suppliers to shape digital services that are efficient, simple, and fast.
Experience/Skills Required
Beneficial but not essential:
* Experience in a fast-paced, dynamic programme
* Extensive digital skills (Microsoft Excel, SharePoint, PowerBI, etc.)
* Experience managing complex financial data
* Understanding of financial, business planning, and budgeting processes, including charge funding, CDEL, and RDEL
* Experience with purchase order processes
* Experience with business cases, EA and Defra approval routes, and change control processes
* Experience in digital programmes (helpful but not essential)
* Awareness of governance around spend control and assurance processes
* Proven ability to lead, engage stakeholders, and drive innovation and best practices
Additional Information
You’ll have an incident management objective in your development plan, with support and training provided. The role is flexible regarding location, with some travel and overnight stays possible.
