Role Details:
The role will be responsible for leading and managing all day to day aspects of planning and consenting for the Programme, covering both terrestrial and marine environments. The role will be responsible for ensuring the timely preparation, submission, and determination of all necessary planning applications, marine licences, consents, and exemptions required for the successful programme delivery.
Key Responsibilities:
1. Planning & Consents Management: Lead the end-o end process for terrestrial and marine planning and consenting, including preparation and submission of applications, exemptions, and notifications. Ensure compliance with relevant legislation and coordinate Environmental Impact Assessments (EIA).
2. Stakeholder Engagement: Manage internal and external stakeholder relationships, develop public consultation strategies, and liaise with regulators and statutory bodies to facilitate approvals.
3. Risk & Compliance: Maintain the Planning and Consenting Risk Register, monitor compliance with planning conditions and environmental obligations, and advise on strategic risks and opportunities.
4. Legal & Appeals: Support planning appeals and legal reviews, including judicial proceedings, in collaboration with technical services and legal advisors.
5. Collaboration & Support: Work closely with design and construction teams to align engineering and environmental requirements with planning obligations, and contribute to programme governance and reporting.
Key Requirements:
6. Relevant degree in planning, environmental, or marine disciplines.
7. Chartered membership of a professional body (e.g RTPI, IEMA)
8. Strong experience managing planning and consenting for major infrastructure projects.
9. In depth knowledge of UK planning systems, marine licensing and environmental permitting.
10. Proven ability to lead EIA processes and submit planning and marine licence applications.
11. Skilled in stakeholder engagement and consultation with regulators and authorities.
12. Effective project management, including risk and milestone tracking.
Desirable:
13. Understanding of planning appeals and judicial review processes.
14. Familiarity with government estate management procedures, approvals, and governance frameworks.
15. Experience working within highly regulated environment or within other UK Government departments.
