What's involved with this role: JOB TITLE: Procurement Specialist - E Procurement REF: Bradford 5278679 Pay rate: £23.92 per hour PAYE Contract Type: Temporary, Anticipated 6 months, potential to be permanent for the right candidate Working Arrangement: Assume office based as no hybrid working provided. In order to apply for this role you will have previous experience in procurement and/ or e procurement and category management, ideally within a local authority or public sector organisation. The role: On behalf of a local council, we are seeking a Procurement Specialist to deliver and guide others in the delivery of high quality procurement, e procurement and category management, so that the Council spends its money wisely achieving both value for money and legislative compliance. Key Responsibilities: Successfully undertake medium and high value or complexity procurement projects either working individually or leading procurement project teams Provide a focal point for guidance to ensure the consistent use, and growth in the use of the Council’s tendering processes and electronic tendering platform Manage a business / client relationship role providing proactive procurement and category management advice to Council departments and also including working with the Council’s partners and engaging with its suppliers and potential suppliers Lead the delivery of procurement programmes and projects through establishing and leading multi-disciplinary teams and developing high quality outputs including, business cases, procurement and contract documentation within a robust project management framework. What the client is looking for: Specifically for this role, previous experience in e procurement is desirable. Ideally a minimum of 3 years experience in procurement and/ or category management role in an arena of significant range, scale or complexity, including at least 1 year in a managerial role. Experience may have been gained in one or more delivery environments but evidence of ability to transfer skills will be essential Strong knowledge of Public Contract Regulations and their practical application in public sector procurement. Proven ability to ensure compliance with procurement policies, procedures, and governance standards. Skilled in Microsoft Office (Word, Excel, PowerPoint) and experienced in using e-tendering systems such as Proactis and ProContract. Experience in budget management, ensuring cost control and delivery of value for money. Skilled in data analysis and reporting, interpreting complex numerical information to support decision-making. Experience of delivering value-for-money procurement across multiple categories and projects. Good understanding of the legal and policy aspects of procurement and contracting, with the ability to advise and guide others. Experienced in leading projects and working within multidisciplinary teams using structured project management approaches. Strong ability to collect, interpret, and use market and spend data to inform procurement strategies and category management.
