Description If you have a passion for doing things differently and want to be part of Projects that will make a difference, then join Transport Scotland's Rail Project Sponsor Team. The 2x post holder's will work as part of team of experienced project management professionals, delivering Transport Scotland’s Rail Project Portfolio. The variety of projects in the Rail Portfolio that the post holder will have the opportunity to work on includes; the development and delivery of proposed new railway infrastructure, track enhancements, new routes, electrification, new/rebuilt stations, rolling stock and rail depot works, and accessibility improvements. Reporting to the Senior Project Sponsor, you will manage one or more major rail enhancement projects, working with our industry partners across Team Scotland – a unique industry collaboration between Transport Scotland, Network Rail and ScotRail. Responsibilities You will ensure project delivery is in line with the project’s programme and budget requirements, ensure that allocated works are developed and implemented within the agreed scope, closely liaising with key stakeholders (both internal and external) to ensure outputs/benefits are fully realised. (40%) Rail projects are ultimately about delivering improved public transport options to the people of Scotland. A key requirement will be to maintain focus on the needs of the travelling public not just delivery of the infrastructure. You will therefore ensure this outward focus is adopted by the rail industry and all other parties involved in the delivery of the allocated projects, and that a project incorporates an integrated, passenger focussed, approach taking account of (i) infrastructure (ii) timetable, and (iii) rolling stock. (20%) You will work with Transport Scotland Policy and Strategy teams, assisting them with their strategic plans and validating that proposed infrastructure / rolling stock enhancements deliver desired outcomes. You will ensure that appropriate documentation for the allocated projects, appropriate to their type and size, are maintained and of an appropriate quality, e.g. project execution plan, programme, business case, budget, stakeholder management plan, risk and opportunities register etc. (10%) You will lead and contribute to the drafting of Ministerial Briefings, FMQs, Parliamentary Questions, FoI/EiRs and Official Responses, meeting relevant timescales. In addition, you will act as support for Ministers ensuring they are adequately supported and briefed at meetings and events. (10%) You will represent Transport Scotland’s interest at meetings with external stakeholders and lead the preparation of briefing materials where senior Transport Scotland members are attending. (10%) Work with industry colleagues to ensure the delivery of a periodic (4 weekly) progress reports which accurately reflects the progress of the project against the plan.
