Managing Quantity Surveyor
Ringway is seeking a Managing Quantity Surveyor to lead the commercial function supporting the newly awarded Kent County Council Term Maintenance Contract. This is a long-term, operational highways contract with an initial duration of 14 years and the potential to extend to 21 years, offering exceptional stability and long-term career development.
Operating within NEC4 Term Service frameworks, you will be responsible for setting commercial direction, ensuring robust governance, and driving consistent, high-quality commercial performance across the contract while fostering strong, collaborative client and supply chain relationships.
The Role
As Managing Quantity Surveyor, you will lead and manage the commercial team while overseeing all commercial processes, governance, and financial performance across the contract.
Working closely with operational leadership, clients, and supply chain partners, you will ensure that commercial activities support effective delivery, manage risk, and achieve best value outcomes in line with contract requirements.
This is a highly visible role requiring strong leadership, sound judgement, and a pragmatic, solutions-focused approach.
Key Responsibilities
* Lead, manage, and develop the commercial team, fostering a positive, high-performing culture
* Oversee all commercial processes, ensuring they are efficient, compliant, and aligned to business objectives
* Act as the primary commercial interface with clients, stakeholders, and supply chain partners
* Provide commercial support and guidance to operational teams, including budgeting and risk management
* Ensure timely and accurate applications for payment and robust assessment of subcontractor accounts
* Maintain strong commercial governance, reporting, and compliance across all contract activities
* Monitor and challenge financial performance, ensuring accurate forecasting and budget control
* Oversee supply chain procurement and management, including contract administration and performance
* Manage Early Warning and Compensation Event processes in line with NEC requirements
* Drive continuous improvement in commercial processes and promote best practice across the team
About You
We are looking for a Managing Quantity Surveyor who:
* Has significant experience within highways, infrastructure, or civil engineering environments
* Has a strong track record of leading and developing commercial teams
* Has in-depth knowledge of NEC contracts (NEC3/NEC4 essential), particularly Term Service Contracts
* Demonstrates strong commercial and financial acumen, including cost control and contract management
* Is confident managing complex commercial processes and supply chain relationships
* Communicates effectively and can influence senior stakeholders and clients
* Takes a collaborative, solutions-focused approach to leadership and delivery
* Is highly organised, analytical, and able to manage competing priorities
Qualifications:
* Degree or postgraduate qualification in Quantity Surveying or a related discipline
* Professional membership (e.g. MRICS / CICES) desirable
* Full UK driving licence
