Scotland's Railway is part of this large family and it covers a large geographical area from the Borders to Thurso at the far tip of the North East of Scotland, accounting for almost 20 per cent of the UK rail network. Brief Description
Are you ready to shape the future of Scotland's Railway?
We are looking for an Estimator to join Network Rail’s dynamic Cost Planning and Estimating Team. Ensure the safety and reliability of our railway through precise cost assessments and innovative programming solutions.
As an Estimator, you’ll lead high-profile projects like the Rolling Programme of Decarbonisation and other key rail infrastructure initiatives. Create estimates for diverse works, including signalling, electrification, track, telecommunications, and civil engineering.
You'll use the Decision Impact Assessment Model to balance customer impact and cost efficiency, targeting reductions of 10% in OPEX and 15% in CAPEX for CP7. Your expertise in costing methods and supply chain management will be crucial.
Candidates with experience in Estimating, Cost Planning, Quantity Surveying or Engineering will enhance our team's skills.
About The Role (External)
As an Estimator in Capital Delivery, you will:
* Apply Cost Planning techniques for financial control during project design and development.
* Create accurate cost plans following policies and processes, including PACE and the Rail Method of Measurement.
* Collaborate with project teams to establish good cost planning practices.
* Submit project cost data early using Regional Cost Collection Systems.
* Work with Risk and Value Teams to ensure cost plans include appropriate risk allowances.
* Support procurement and commercial teams with tender analysis, contract pricing, unit cost models, and project closeout.
* Analyse benchmark performance, identify trends, and share best practices for improvement.
* Engage in ongoing professional development to deliver advice that aligns with business objectives.
Essential
What We’re Looking For
* Knowledge of Cost Planning and Estimating processes and techniques.
* Knowledge of Cost Analysis, Cost Modelling and Benchmarking processes and techniques.
* Qualified in Cost Planning, Estimating and / or Quantity Surveying.
* Experience of civil engineering infrastructure projects and / or building projects.
* Relevant successful experience of the provision of Cost Planning, Estimating and / or Quantity Surveying services in a project environment.
* Understanding of the project management, planning, risk assessments and management, and investment authority processes associated with building and / or civil engineering infrastructure projects.
* Good communication, analytical, presentation and reporting skills.
Desirable
* Qualified to a professional standard in cost planning, estimating and quantity surveying through membership of the Royal Institution of Chartered Surveyors (RICS) or equivalent body.
* Educated to degree level.
* Experience of appropriate Cost Planning, Estimating and Unit Cost Modelling computer software systems.
In addition to the above you will be familiar with Access Charge Supplement and Schedule 4 compensation regime. You will also be proficient in the use of MS Office including Excel and Power BI
