Job Title: Lead Officer Role (Service Manager)
Summary

The post holder will play a significant role in achieving this vision and the Council's strategic priorities by contributing to the effective planned and reactive maintenance of housing building and compliance projects. This role involves working closely with the Group Manager and other Lead Officers to deliver a repairs and maintenance service that ensures the best possible outcomes for residents, the service, and the council.
Responsibilities
* Assume full line management and development responsibility for the Project Support Officer and other surveyors recruited to the team.
* Conduct 121 and appraisal interviews with direct reports.
* Monitor the performance of capital and cyclical programs against designated KPIs and collaborate with contractors to develop and implement action plans when performance targets are not met.
* Develop the housing cyclical maintenance strategy and whole life costing model.
* Manage the Cyclical Maintenance program both operationally and financially.
* Prepare consultant briefs and tender documentation, select, appoint, and manage consultants to ensure effective service delivery.
* Develop, manage, monitor, and assess performance indicators for all contractors and consultants.

* A good level of professional knowledge and expertise in planned and reactive maintenance.
* Strong technical ability and knowledge of housing.
* Ability to play a key role in contributing to the annual plans and improvements in service delivery.
Essential Qualification
* A recognized property/construction-related qualification at degree level or significant workplace experience.
* Minimum requirement: attained or working toward attaining ICIOB.
