Overview
The Quality and Service Improvement Monitoring Officer post provides an exciting opportunity to work in an enthusiastic and committed Quality Assurance Team within the Safeguarding Service at Ceredigion County Council. The Local Authority is developing a Through Age Well-Being Model of social care provision. Your role will be to work specifically with commissioned services for both children and adults, and their families, to ensure that the care and support that people receive within commissioned provider services are of the highest quality, meet needs, and maximise independence and quality of life. You will contribute to embedding the Signs of Safety and Well-being Practice Framework as part of transforming processes and training staff to identify and manage risk and build resilience. You would be part of a strong, committed multi‑agency local and regional partnership working to achieve the best quality outcomes for children, adults and their families. Responsibilities
* Undertake contract monitoring and quality assurance visits to all commissioned providers (within the county and placements commissioned outside of Ceredigion) and in‑house provision, on a regular basis, to ensure services are delivered in line with RISCA Regulations and the Social Services and Well‑Being Act 2014.
* Ensure that the provider is complying with contractual arrangements and delivering a high standard of care for both children and adults.
* After each visit, identify and communicate strengths of the service and areas of concern or risk, and make recommendations to support service improvement, working alongside providers to help them improve.
* Ensure the voices of children, adults, and their families are heard throughout the monitoring process and that their views help strengthen service quality.
* Contribute to embedding a culture of safeguarding and resilience, including how services identify and manage risk of harm.
* Collaborate within a multi‑agency local and regional partnership to achieve the best outcomes for service users.
Qualifications and Experience
* Experience in contract monitoring, quality assurance, safeguarding, or related social care roles is desirable.
* All applicants must adhere to safeguarding requirements; Enhanced Disclosure and Barring Service (DBS) checks are required for this role. The organisation will assess eligibility on a case‑by‑case basis, considering the relevance of any convictions to the role.
* Whenever possible, there is a degree of Welsh language fluency; if not, the successful applicant will be supported to reach the desired standard within 2 years of appointment.

Where You’ll Work
Porth Cynnal - Specialist Through Age Services: Porth Cynnal provides intensive and specialist through‑age assessment, care planning and review for those needing longer term or complex care and support, including quality assurance checks and statutory interventions. The service consists of the following teams: Planned Care (Adults and Children’s Care and Support and Statutory Interventions), Extended Support (Adult and Children’s Disability Team & Mental Capacity Specialist Support Team), Substance Misuse (Substance Misuse Team, Youth Justice Statutory Team and IFSS/Edge of Care Team), Mental Wellbeing (Mental Health and AMHP Team, School Counselling Team), and Safeguarding & Quality Improvement (Adult and Children’s Safeguarding Team, Independent Reviewing and Quality Assurance Team).
