The PfG programme is a large-scale initiative that aims to bring government closer to communities, strengthen the Civil Service's presence across the UK, optimise the London office estate, and enhance regional government hubs.
Ministers in the Cabinet Office and Cat Little (Permanent Secretary for the Cabinet Office and Chief Operating Officer for the Civil Service) are committed to building on the progress of PfG.
The programme has established principles for its next phase (2020-2030), navigating systemic challenges such as balancing fiscal constraints with innovation and reform across Government.
The PfG team leads change by developing enabling policies and convening senior stakeholders on workforce and location planning. The role supports broader Government priorities, requiring strategic thinking, stakeholder management at high levels, and excellent communication skills.

The Office of Government Property (OGP) leads the Government Property Function, setting strategy and standards for government-wide programmes and the Property Profession.
The Places for Growth team is a collaborative, fast-paced environment within the Civil Service People & Places Directorate.
Reporting to Mark Chivers, Government Chief Property Officer, this senior leadership role involves cross-government leadership on this ambitious programme.
The Civil Service aims to be more representative, efficient, and effective. The Places for Growth programme is central to this, with KPIs due by 2030, including relocating 50% of UK-based Senior Civil Servants outside London and achieving £94 million in annual savings through estate consolidation.
Key Responsibilities
* Lead the delivery of the programme, ensuring successful implementation of plans to strengthen the Civil Service's presence across the UK, relocating roles from London, and maintaining operational effectiveness.
* Collaborate with departments, agencies, and partners on workforce planning, estate optimisation, and regional growth.
* Drive achievement of targets such as relocating 50% of Senior Civil Servants outside London by 2030 and saving £94 million annually.
* Align the programme with other strategic initiatives like Missions and Public Sector Reform.
* Champion modern, sustainable workplaces that promote cross-departmental collaboration and agility.
* Engage stakeholders, including senior civil servants and regional leaders, with clear communication about the programme's phased approach.
* Promote workforce diversity and development aligned with the government’s Plan for Change and Civil Service Reform.
* Lead sponsorship of the Government Property Agency.
* Provide leadership to a directorate of approximately 25 FTE and broader departmental leadership as a Senior Civil Servant.
* Support the management of the Office of Government Property, developing business plans, managing resources, and leading staff.
