Overview

Friday Serco, are recruiting for a Technical Manager to join our Marine Services based at HMNB Portsmouth. The role involves providing strong leadership and professional technical expertise by managing the regional technical team and offering expert guidance and advice. It ensures the safe and efficient technical management of the local fleet, maintaining compliance with company policies, regulatory standards, and contractual obligations under the Provision of Marine Services Contract. Close collaboration with Operational department heads is essential to maximise vessel availability and support successful contract delivery. Additionally, the position includes responsibility for controlling and managing the devolved technical budget at the port.


Responsibilities

* Strategy and Plans: Continuously monitor business plans, financial plans and targets taking appropriate action to ensure technical targets are met, including submitting accurate and timely reports.
* Recognise Contract Managers as the internal customer in support of Contract performance deliverables.
* Technical compliance with Flag and Class requirements.
* Drive operational efficiency, technical and assurance continuous improvements initiatives and Engineering best practice across the Contract.
* Identify, develop and implement strategy and plans for the effective management of technical risks taking into account latest regulatory requirements.
* Manage risk to ensure refits/maintenance schedule has minimum impact on operational capability.
* Support the development and implementation of plans in alignment with the Contract's Technical objectives.
* Operational Excellence: Represent the business to customers and stakeholders as SME, fostering a partnering approach and actively participating in local LPT customer meetings.
* Manage the technical aspects of vessel operations in alignment with Company IMS and ISM standards including document control and record keeping.
* Monitor compliance with, and utilisation of, the Company’s planned maintenance and purchasing systems.
* Keep Contract and Operations Managers and DPA informed of any safety or operational delivery matters.
* Advise the Marine Superintendent / HSEQ Advisor on development and adoption of Technical operating procedures for the SMS.
* Lead on Technical investigations as required.
* Collaborate with Contract Managers to design and implement change strategies aimed at cost savings and efficiencies across the regional activity.
* Support the Technical Superintendency function as may be necessary.
* Provide SME support to Shipboard Emergency Response team.
* People and Organisation: Line manage a team of technical specialists, providing leadership to ensure that all staff understand and deliver the Contract in accordance with the business strategy and plans and are motivated to undertake their objectives.
* Promote a safety culture and continuous improvement mindset.
* Ensure all direct reports understand their roles and objectives, managing performance to foster a supportive team culture.
* Support recruitment, retention, training and professional development of all staff within technical teams.
* Ensure all activities are undertaken in a safe environment and are fully compliant with MCA, Class, Health and Safety, ISM & ISPS codes and any other legal requirements applicable to the contract.
* Build and actively maintain relationships with Regulatory Authorities.
* Promote and foster good working relationships with employee representatives.
* Exemplify Serco's Code of Conduct and promote ethical behaviours.
* Growth and Financials: Provide SME input and support the Head of Service Delivery in formulation of budgets and financial forecasts.
* Implement effective management and financial control of delegated technical expenditure while ensuring services are delivered safely and in compliance with the contract.
* Report on financial budgets, forecasting variances and planning mitigations.
* Seek best value for expenditure and identify opportunities for efficiencies without detriment to safety or service levels.
* Ensure all expenditure is compliant with Serco governance policies.
* Provide technical support to organic growth initiatives, working with the port Contract Manager to support growth aspirations of the contract and/or division.
* Build and maintain relationships with key Suppliers & Contractors and provide feedback on supplier performance.
* Act as the Portsmouth marine business point of contact for Serco Procurement to advise on optimum suppliers.


What you’ll need to do the role

* Able to achieve Security Clearance.
* Qualified to at least Class I Certificate of Competency and/or hold a Degree in an Engineering related discipline.
* Experience of leading and managing a team.
* Relevant shore-based technical experience including technical management, knowledge of port and vessel operations, maintenance, Flag and Class requirements/regulations.
* Developed Engineering professional with understanding and experience of engineering and technical processes in the Marine Industry.
* Project and programme management expertise.
* Experience in Technical Ship Management environments and managing budgets.
* Detailed knowledge of ISM requirements.
* Familiarity with ISO 9001 and 14000.
* Familiarity with Computerised Planned Maintenance Systems (preferably AMOS).
* Experience in IT systems and MS Office suite.
* Disability Confident.
* Hold a UK driving licence and be flexible to travel to other Serco contracts.
* Flexible to partake one week in five, on-call duty manager responsibilities.
