Job summary
This senior programme management role focuses on improving patient flow and reducing delays across a complex, multi-partner, regional paediatric long-term ventilation (LTV) programme. The post holder will build strong relationships with commissioners, providers and families, lead service redesign and pathway development, and drive impact through data and evidence.
Main duties of the job
As Programme Manager, the post holder will:
* Manage a dynamic MDT team delivering an effective service to support clinicians, managers and staff in the LTV programme
* Oversee the delivery of the strategic objectives of the programme
* Engage and collaborate with multiple stakeholders (health, social, education, commissioning) across healthcare system boundaries to implement new models of care
* Build, manage and maintain strong and collaborative working relationships
About us
The Pan Thames paediatric LTV programme aims to transform service delivery of paediatric LTV to reduce the time babies, children and young people on LTV spend in hospital and maximise high‑quality care and time at home.
The programme covers the North Thames Paediatric Network (North London and bordering East of England Trusts) and the South Thames Paediatric Network (South London, Kent and Medway, Surrey Heartlands, Sussex).

The post holder will be asked to be in our offices based in Waterloo (St Thomas' hospital) and in Russell Square (Great Ormond Street hospital) at least one day a week.
Job responsibilities
* Lead a complex, multi-partner programme to improve patient flow, reduce delays and optimise care pathways for children and young people on LTV
* Manage and develop a high-performing programme team, providing clear direction, support and accountability across workstreams
* Build strong relationships with clinicians, commissioners, providers and families to drive collaboration and system-wide change
* Monitor programme plans, risks and performance metrics, using data to evaluate impact and inform decision-making
* Lead service redesign and business case development, articulating clinical and financial benefits
* Ensure robust governance, financial management and reporting across the programme
* Support the sharing of learning and best practice across the South and North Thames Paediatric Networks and wider system
Person Specification
Qualifications/ Education
Essential
* Educated to first degree with significant experience as senior manager in the NHS
* Evidence of master’s degree, or other postgraduate qualifications, or equivalent by virtue of experience

* Project Management qualification

Essential
* Substantial NHS experience managing teams
* Experience working at senior project or programme management level in complex organisations facilitating transformational change across healthcare organisations
* Experience at senior operational management level in a large complex environment

* Previous role in service improvement or operational experience above service manager level
Skills/Knowledge/ Ability
Essential
* Ability to complete and action Project Briefs, Project Initiation Documents (PIDs), Project Implementation Plans, Highlight Reports, Exception Reports, Risk Logs and Project Closure Reports
* Knowledge and ability to use and apply service improvement techniques including Lean, patient flow, the productive series, pathway process redesign and PDSA cycles
* A proven ability to manage data and information effectively within a service improvement environment
* Ability to manage a team, work with and influence senior management and clinicians
* Ability to manage and monitor financial resources and deliver projects within budget
* Ability to problem solve and support others to develop this skill
* Excellent communication skills and evidence of ability to motivate, negotiate, train, coach and reassure in a difficult or uncertain environment
