Main duties of the job
What will you be doing?You'll lead the planning, mobilisation, and delivery of complex transformation programmes using recognised methodologies such as Prince2, MSP, and Agile. Your responsibilities will include developing business cases, managing programme budgets, tracking benefits realisation, and ensuring robust governance and risk management. You'll engage and influence senior stakeholders, foster collaborative working across multi-disciplinary teams, and provide expert guidance on programme management best practice. From shaping strategic service redesign to driving efficiency and quality improvements, you'll play a key role in delivering impactful change across Bromley Healthcare and its system partners.

Job responsibilities
Communication and Relationships Build strong relationships with relevant key internal and external partners in order to deliver on allocated transformation programmes, including relevant project leads, clinical experts and services / patients / carers and service users using co‑production principles where possible.
Communicate, engage and build relationships with key strategic partners in order to support the delivery of transformation programmes.
Engage and manage relationships with stakeholders to achieve a common purpose and realise mutual benefits in the scope of delegated transformation responsibility.
Communicate complex, sensitive and contentious information to wide range of audiences, including in public and local consultations where there may be hostile/antagonistic audiences.
Use highly developed influential and persuasion skills when proposing major service changes to audiences where there are significant barriers to acceptance.
Communicate complex and sensitive information to varied audiences; prepare updates and briefings, Transformation Governance papers and Executive committee papers where appropriate.
Present and explain information and documents relating to programmes such as plans, risks or results, clearly and accurately using numerical, graphical and written formats as needed.
Adapt presentation and communication styles to the audience to ensure clarity and understanding of the topic.
Programme assurance and delivery The postholder will be responsible for delivering allocated transformation projects which may be multi‑service, multi‑provider or strategic of nature, comprising a programme of work, which would include but not be limited to:
To be accountable for the planning, mobilization, delivery and closure of assigned programmes in line with Prince2/MSP/Agile principles.
Review national guidance e.g. NHS Long Term Plan and interpret this to inform and steer the direction of programmes being delivered.
Develop business cases, benefits realisation plans and risk mitigation strategies. Escalate material risks/variances promptly, including proposals to address these.
Identify, develop and build critical path, milestone plans and resource plans ensuring high quality documentation of project governance utilizing PMO software.
Establish project groups comprising of multiple areas across the organization (operations / digital / estates / comms/ patient safety as appropriate), encouraging open matrix‑style working and deploying strong leadership skills to achieve time frames set for project. Conflict resolution and strategic scene setting in order to motivate members of the team.
Influence and negotiate with senior stakeholders to achieve strategic objectives.
Provide ongoing updates on programme delivery to a variety of stakeholders which may include, Transformation Governance Subgroup, Divisional Governance Group, Executive Committee and external One Bromley / SEL working groups. Taking on board feedback and translating this to rapid changes in the project cycle.
Provide expert advice and guidance on programme management methodologies and provide coaching and training to those involved in projects, and to the wider Transformation team as required.
Ensure timely reporting to the Transformation Governance Subgroup, Executive Team and external forums.
Within individual scope of work, to manage project and programme linkages and interdependencies ensuring that no work is either overlooked, or duplicated; ensure the management of risks, particularly those involving connectivity between projects whilst ensuring the impact of change is related back to the operational area of implementation, the programme and each individual project, escalating to the Associate Director of Transformation as appropriate.
To ensure benefit realisation takes place. Defining clear benefits profiles within areas (Financial, quality, experience, access, workforce) and measurement plans at PID stage.
Track and evidence benefits, adjusting plans to secure delivery; complete post‑implementation reviews.
Responsible for ensuring that once a programme/project review and outcome has been agreed that policies, procedures, SOPs etc. related to the programme are updated to reflect the changes. These may include changes to process or policy that impact across the organization.
Responsible for oversight of programme governance and ensuring processes etc. are updated to deliver the changes identified.

To review relevant key indicator date when reviewing efficiency opportunities within transformation programmes, including establishing evaluation criteria at the start of the programmes to review.
Lead on allocated project management areas to ensure value for money across commissioned services including supporting the delivery of any required efficiency/change programmes.
Support the transformation strategy by managing significant service development/redesign using appropriate methods link to the wider strategy targeted at improvements in health outcomes for the public.
Lead on delegated change programmes and facilitate the uptake of initiatives that support and embed excellence within the health and social care system.
Lead on the delivery of multiple projects and programmes of work, working with colleagues and subject matter experts to scope, plan design and deliver those.
Support and deliver organisational change and the uptake of initiatives that support excellence.
To be responsible for the delivery of benefits and track realisation of outcomes of any transformation programmes.
Ensure QIA completion and monitoring. Apply Equality impact assessments (EIA) to service changes; champion inclusive designs and accessible services.
Leadership Provide matrix leadership to project teams, mentor PMO and project staff and lead capability building across transformation delivery teams.
Provide day to day line management to allocated staff.
Foster a collaborative, innovative culture across Transformation, information, PMO and QI/LFD/Audit/Research.
Manage programme budgets, cost pressures, and financial risks; agree corrective actions with Finance and budget holders, and provide assurance to Transformation Governance Sub Group level.
Responsible for planning, tracking and reporting programme budgets/savings, cost pressures and financial risks; recommends corrective actions.
As part of project oversight, to highlight any potential risks or concerns/delays in projects which may have a financial impact and provide mitigation where possible in order to mitigate these risks.
