Sub Agent – Northern Outfall Sewer Bridge 8 (NOS08)
Responsible for the overall delivery of the NOS08 bridge replacement project, reporting to the Site Agent and managing a team of engineers. Must liaise with the Client Construction Manager, London Borough of Newham and other stakeholders to secure approvals and ensure compliance.
Key Responsibilities
* Site Management
o Ensure the safe delivery of the project.
o Deliver work to specified quality without defects and complete assurance documentation timely.
o Understand and interpret drawings and specifications.
o Provide engineering expertise and support to the project team.
o Mentor a team of engineers to deliver safely, quality and environmentally responsibly.
o Produce and implement RAMS and ITPs; manage the Waste Management Plan.
o Engage in collaborative planning sessions and produce 6/8‑week look‑aheads.
o Ensure all staff, subcontractors and visitors are properly inducted, meet required competencies and hold relevant qualifications and tickets.
o Represent the business to customers, the public and official bodies.
o Chair site meetings as required.
o Obtain accurate and relevant 'as‑built' information.
* Health, Safety, Environment and Quality
o Comply with company procedures and legal obligations, promoting best practice.
o Promote Barhale cardinal rules and establish safe working cultures and environmental compliance.
o Maintain and manage construction sites and subcontractors, developing positive working relationships.
o Oversee HSEQ documentation, ensuring it is up to date and briefed.
o Conduct daily, weekly and monthly inspections, and produce audits and reports.
o Liaise with relevant third parties and government agencies.
o Produce and maintain the QA file.
o Deliver snag/defect‑free work on time.
* Managing Resources
o Produce procurement schedules and liaise with the procurement department.
o Carry out take‑offs and raise material orders when needed.
o Coordinate with the Construction Manager and Foreman to ensure adequate personnel and plant resources.
o Prepare and issue daily allocation sheets and diaries.
Qualifications
* Experience within civil engineering and as a Site Agent delivering projects in a highly regulated environment.
* Knowledge of contract conditions, CDM regulations, Design Management, Programme, Risk Management and cost control, including forecasting and value reporting.
* Good knowledge of specifications and testing regimes relevant to general civil engineering, including MCHW, DMRB and Thames Water asset standards.
* Degree or HNC in Civil Engineering, or equivalent.
* CSCS and SMSTS certificates.
* Excellent communication, people and team management skills.
* Ability to challenge designs and resolve problems to a satisfactory conclusion.
* Ability to demonstrate the right behaviours and lead the team in line with company values.
* Ability to develop and maintain a programme.
* Experience working in a high‑risk environment and controlling those risks to safely deliver the works.
* Excellent problem‑solving ability.
Desirable Experience
* CEng MICE or equivalent.
* IOSH Managing Safely or SMSTS.
* Temporary works Coordinator.
* City and Guilds Confined spaces.
* Appointed Person for Lifting Operations.
* Experience in a live highways environment.
* Experience in a live railway environment.
* Experience in mentoring junior engineers.
* Experience in self‑delivery projects.
* Experience managing subcontractors.
* Experience delivering RC structures.
* Experience in bridge replacements.
* Experience in demolition.
* Understanding of JCT and NEC contract forms.
